And they said it couldn't be done! But a public list of (almost) all federal programs finally exists! https://fpi.omb.gov Our friend Jared Serbu at Federal News Network reports this has been in the works for 13 years. But Robert Shea and Adam Hughes know it's been a holy grail of government performance and transparency advocates for long before that. In fact, the requirement to create a complete program inventory was in early drafts of the Federal Funding Accountability and Transparency Act of 2006 (we see you Ian H. Solomon and Sean Davis! And you too Gary Bass and Sean Moulton). Kudos to the Office of Management and Budget for finally making it happen. Seriously - this is pretty exciting news! And not just for performance nerds. It has major ramifications for federal program staff, congressional staff, and advocacy groups. Ultimately, it is a foundational piece to creating an even better, richer understanding of federal program performance and outcomes. And we're one step closer to the actual holy grail of government management: being able to track from Congressional appropriation to agency program outcomes; to actually understand how much of a difference the money that we collectively decide to spend is having.

** Is your local funding agreement impacting your ability to deliver the funded entitlements? ** A number of early years providers have contacted us over recent weeks raising concerns over conditions or requirements within their local funding agreements that are making it increasingly difficult to sustainably deliver the entitlement offers. Examples include: - restrictions on how providers can 'stretch' the funded offer - overly-onerous funding conditions placed on providers (over and above what is required in the DfE statutory guidance) - refusal to provide any funding to children who have moved to a new setting ahead of headcount day We are keen to better understand the scale of this problem, to help support our call on the DfE for greater oversight on local funding agreements, to ensure that they do not prevent or prohibit early years providers from being able to deliver the entitlements flexibly and sustainably. The National Academy of Public Administration is helping to find solutions to government's biggest challenges. You can see examples of our work at every level of government, from the local to the federal. One great example? The President's 2025 budget, released last month, features concrete examples of new and improved performance metrics and standards within the Office of Management and Budget other federal agencies. Many of these proposed improvements align with a landmark Academy report released in 2018, designed to facilitate a bottom-up approach to benchmarking results that strengthen the health of agencies that have an impact on people's day-to-day lives.
