The State Department asks what NATO means to you? My answer is that NATO is fundamentally about preserving the balance of power in Europe, so that no state hostile to America can dominate Europe and threaten America. Defending democracy is a secondary, precious goal of the alliance, but the history of authoritarian governments in NATO countries at various times (Portugal, Greece, Turkey, Hungary, Poland . . . ) shows that the alliance's goal is essentially a vital realpolitik that continues the longtime policy of Great Britain before the USA supplanted the UK as the dominant western power. For centuries, Britain's basic policy in Europe was to prevent any single continental power--whether Spain, France, or Germany--from dominating the entire continent and becoming strong enough to conquer Britain. Starting in World War I and continuing (after an isolationist hiatus) in and ever since World War II, the USA inherited that policy. During the Cold War, people joked that NATO's purpose was "to keep the Americans in, the Germans down, and the Russians out." After the collapse of the Soviet Union and the reunification of Germany, that purpose became rather muddled. But Russia's invasion of Ukraine has clarified the stakes. NATO is now as important as ever to prevent Russia from dominating Europe and threatening US security.
