Pretty simple. if the Navy's stopped changing the goal posts - wanting additions to the design- everyday during the construction period then the build times would stay, probably, at their projected timelines. The Australian and US Navy's a notorious for this. I get tired of hearing the COVID excuse. SPOLC simply put; Strategy, Planning, Organising, Leading and Control.

Your figures don’t match up with reality. Are you looking at pure build time, or are you including design as well? Do you realise that the customer is not always smart with their wants and needs, resulting in design change which impacts the build line considerably. Also, there are cultural differences that impact production, one being pride in their country. In the US the boat yards and staff are immeasurably proud to be building their boats, of their military and that reflects into their work, can the same be said here in the UK. No easy fixes, but more investment and better working practices would be a starter for ten.
Budget constraints…. And budget blowouts…then take the cheaper option. Or buy only a portion of the product. Cut the main add ons.
