I have been fielding a lot of questions this week all relating to "so what happens when something like this happens?" The establishment of a Unified Command (UC) being run under an Incident Management System (ICS) structure, according to the the National Incident Management System (NIMS) is what happens. Really it means we have the right leadership and the right resources in place to work with multi-agency and multi-jurisdictional partners and a wide variety of stakeholders to bring our strengths and capabilities together to solve the problem as safely, efficiently, and quickly as possible. Coordinated efforts, common objectives, shared resources and support systems. This is what we train for...... So when the time comes, we can step in to our position within the ICS organization and do our part to support the response.

Did you catch last week's briefing by our colleagues at The Brookings Institution Institution on the growth in national deployments of our National Guard units? Here are a few key takeaways: 1) There has been a shift in the role of the National Guard as they have increasingly activated for non-traditional missions including COVID-19. 2) Guard Troops are often unprepared for these unique situations as they typically are "one-off" and not covered in regular training. This can be challenging for the Guard and the communities they serve. 3) Overuse of the Guard can threaten readiness for their traditionally-defined roles. It's important to consider how we can support them during these unique directives while also maintaining their readiness for their original purpose. We're grateful to the Army National Guard and Air National Guard for their service to our communities in the most dire of situations. Dear U.S. Department of Homeland Security and Federal Bureau of Investigation (FBI), for decades, we have been nearly impotent in protecting American voters from false narratives and their subcomponents, mis and disinformation. Like the entire National Security community, you do not understand nor attempt to understand, #NarrativeWarfare. This is the most dangerous national security threat to the US and, our democratic allies and partners. All of the so-called "capabilities" (a patently ridiculous term) are useless if you do not clearly define the threat. The core threat lies between the ears of voters, not exclusively within our adversaries and their tools and tactics of influence operations. Resilience cannot be achieved by any TTP, Tactics, Techniques and Procedures currently in use. There is no tech answer even close to achieving resilience and will not be until you understand Narrative Warfare. Humans "make meaning" via narrative, as understood by professionals and operators of Narrative Warfare, of which can be counted on one hand, with fingers left over. We neither train "operators" or narrative at any level of competence. JP 3-04 and "Strategies for Operations in the Information Environment" are useless gibberish that wholly misunderstands narrative. Here's the bottom line; we can continue losing our populace to Narrative Warfare and associated influence campaigns, as we have for forty years.
