MY PROPOSED AMENDMENTS TO THE MINING BILL TO SUPPORT EMPLOYEMENT OF CITIZENS AND GROWTH OF LOCAL BUSINESSES Section 20 of the Mines and Minerals Development Act of 2015 ( as amended in 2022) demands that all mining licence holders ( Mining Companies) give preference to contractors , suppliers and service agencies located in Zambia and owned by citizens. The same provision demands that Zambian Citizens are given first consideration when mining companies want to employ. The current Act of 2015 and amended in 2022, which contains section 20 will be repealed and replaced by the Minerals Regulation Commission Act ( currently a bill before Parliament) Unfortunately, the proposed new law has no provision similar in wording or context as section 20 in the soon to be repealed existing law. This is why I have proposed amendments to the Minerals Regulation Commission Bill to include the attached words. The bill comes to parliament for committee stage on 30th of July 2024 and looking forward to Members of Parliament ( MPs) from both sides to support my suggested amendments.

⚒ 𝐅𝐢𝐫𝐬𝐭 𝐐𝐮𝐚𝐧𝐭𝐮𝐦 𝐌𝐢𝐧𝐞𝐫𝐚𝐥𝐬: 𝐀𝐟𝐫𝐢𝐜𝐚'𝐬 𝐋𝐚𝐫𝐠𝐞𝐬𝐭 𝐍𝐢𝐜𝐤𝐞𝐥 𝐌𝐢𝐧𝐞 𝐁𝐞𝐠𝐢𝐧𝐬 𝐂𝐨𝐦𝐦𝐞𝐫𝐜𝐢𝐚𝐥 𝐏𝐫𝐨𝐝𝐮𝐜𝐭𝐢𝐨𝐧 First Quantum Minerals has announced that its nickel ore project in northwestern Zambia has commenced commercial production. The company reported that second-quarter nickel production reached 𝟲,𝟭𝟰𝟳 𝘁𝗼𝗻𝗻𝗲𝘀, an increase from 𝟰,𝟬𝟯𝟭 𝘁𝗼𝗻𝗻𝗲𝘀 in the first quarter. The steadily increasing mining output in the first half of the year aligns with expectations and supports the declaration of commercial production. This nickel production has created 929 new jobs, bringing the total number of employees at the mining company to 8,505. Anthony Mukutuma, General Manager of First Quantum Minerals, stated that the company plans to complete the construction of a smelter by the first half of 2025, with the aim of starting ore processing. #Africa #Zambia #mining #mineral #ore #Nickel #construction #mine #commercial

It would be interesting to know the breakdown of the 44% attributed to citizens. We ultimately need a strong manufacturing base and serious investment in R&D to create stronger linkages and fully domesticate the expenditure from mining companies.
FIRST Quantum Minerals (#FQM) country manager Godwin Beene says the mine last year directed about US$1.6 billion, which is about 88 percent of its procurement needs, to nationally registered suppliers and contractors. Speaking in Kitwe during the Mining Local Content Conference and Exposition spearheaded by the Zambia Association of Manufacturers (#ZAM), Dr Beene said out of the 88 percent, 44 percent went towards Zambian citizen-owned companies while 56 percent was for multinational organisations that are registered in #Zambia. He said the 56 percent are predominantly firms that are affiliated to original equipment manufacturers (OEMs) subsidiaries or authorised distributors that affect the after-sales support and warranty conditions. IRH seems to have the cash to takeover all our mining assets. My thoughts are as follows; 1. It is good that Zambia can attract such an investor with cash who can inject it in our mining assets in such a short period of time. This can help revive our mining industry. 2. The downside of this, is that we cannot put all our eggs in one basket. What if this company faces liquidity problems or collapses? Or they just decide to pull out? It will mean that one of our biggest mining assets will also collapse. We learnt a hard lesson when Anglo American Corporation pulled out of Zambia in 2002 and left us stranded! We, therefore, need to spread our risks and allow other players to take up the other assets. We can't have KCM and Mopani under one majority shareholder...

Supervision of the installation of the first Closed system in Mining in Cameroon (Kette, East Region). Under the leadership of the Minister of Mines, Industry and Technological Development, we checked this 500 tons per day gold plant to see if the parameters put in place for gold production, environmental and social impacts are in line with the norms of the states policy to improve on Environmental and Social Sustainability. With the coming in of this new technology, and with the installation of different capacities of plants in gold infested areas of the country, gold production rates would be as high as 90% and more and this would mean that, the mining sector would be pivotal in the advancement of the economy of Cameroon as a whole and in all aspects.
