In response to the growing severity and frequency of the 2024 spring storms and in anticipation of the elevated threat of hurricane season, Disaster Services Corporation, SVDP-USA and the National Voluntary Organizations Active in Disaster (VOAD) have announced the American Response and Resiliency Program (ARRP). The first of its kind, the ARRP program was developed to rapidly meet the needs of disaster survivors, providing access and equity to all seeking relief - ensuring that all survivors have the same opportunity to apply for and receive the same benefits and services - no matter who they are, where they are, and what their unique needs are.

As Haiti stares down an “extraordinary” 2024 hurricane season, a number of crises have left the nation dangerously unprepared. The upcoming storms threaten further devastation for Haitians still reeling from previous natural disasters, including the devastating 2010 quake that levelled Port-au-Prince and killed around 200,000 people. But most Haitians are so focused on basic day-to-day survival that they’re unable to prepare for possible storms. Read the story by joseph guyler delva and Anastasia Moloney: https://lnkd.in/eqFaTXpT

***CAUTION, EMERGENCY MANAGER DORK MODE*** I reviewed a situation report yesterday by Mercy Chefs for #HurricaneBeryl response. They are serving in multiple islands of the #Caribbean and in the City of Houston and across Harris County, Texas. So far, 65,000 meals + in Texas. A donated value of over $650,000 just in meals alone. (value averaged for federal meal rate) This is on top of countless disasters they have responded to across the country this year and it simply amazes me and reminds me to be thankful to those who support them financially as well as by volunteering. As an emergency manager it is easy to take for granted the work of nonprofits and imagine endless funding supply and everything comes for free. The truth is, for many nonprofits, donor fatigue and overwhelming seasons of disaster response can have a devastating impact on their ability to respond to the next disaster. While they don't charge for their service, there are avenues that #EmergencyManagement can pursue to help sustain their response. Unfortunately, many local emergency managers either aren't aware of the funding through Public Assistance, Cat B or they report to States and regions that discourage it under the guise of "how dare they ask for reimbursement." (this is more often the rule than the exception) International Association of Emergency Managers , National Emergency Management Association To build your local mass care capability, you MUST review the PAPPG guidance (Version 5 coming soon) to help you and your Finance Admin team leverage Cat B to ensure your local response isn't contingent on how a disaster season has impacted your reliable partners. Whether a local expense or a reimbursable one, you will never regret supporting nonprofits that are caring for your residents. Usually people having water and food is the last thing on your radar, but the first thing to get you hear at your after-action. If you need help digesting this, feel free to reach out to Rule One Consulting LLC at support@ruleoneconsulting.com where our consultants can help you navigate it. "Essential lessons remain consistent while new individuals continue to learn them." ~no formal attribution available Mass Care is often wrought with mistakes and "wish I would have known that" but rest assured, in the words of #BareNakedLadies Song, "Its All Been Done" Thanks to ALL the nonprofits AND their donors for carrying this burden for communities that desperately need your support.
#HurricaneBeryl made history as the largest hurricane to hit the Atlantic Ocean this early in the hurricane season. Violent winds struck the Windward Islands, causing what news outlets are calling “Armageddon-like” devastation across the #Caribbean. Earlier this week, Beryl made landfall in #Texas, causing extensive damage and leaving over 2.7 million customers without power. Mercy Chefs has deployed to Carriacou, #Grenada, and #Houston, TX, to bring hand-crafted, chef-prepared meals to hurricane victims who are starting to rebuild their lives. Hurricane season is just around the corner! This week is National Hurricane Preparedness Week, so take some time to discuss your community's disaster plan with fellow board members or your community manager. If your community does not have a disaster plan already in place, make note of previous hurricane seasons and the risks or concerns your community may face in future seasons and compile a checklist of steps, communication procedures, and strategies to assist with community management before, during, and after a storm. This plan will help you, the board, the community, and its residents better prepare for a moment of crisis. Need some more guidance in building your disaster plan? As we gear up for what is expected to be an active hurricane season, it is important to reflect on and recognize the individuals and families that continue to rebuild 🔨 from prior storms and disasters 🏡. Over several decades, IEM Vice President of Disaster Recovery, Jon Mabry, has led some of our nation’s largest disaster recovery efforts. Through the years, he has witnessed firsthand the bureaucratic roadblocks that create an often-lengthy recovery process, making it difficult for survivors to quickly ⌛ return to safe and habitable homes🚧. 💡 The answer is simple: codify the CDBG-DR program ✅. IMPORTANT REMINDERS We are five days out from a major disaster across the Texas Gulf Coast. As power begins to come back on, please know the following: * Wharton County still has over 4,000 power outages. *Power being restored doesn't mean it is connected to houses. Those lines might be down. *On a 1.0 scale, Wharton County's SOCIAL VULNERABILITY INDEX is high, with even higher numbers for Cities of Wharton and El Campo (See the image). Our highest demographics are senior adults and children. That means we are more highly impacted during a disaster. *THIS IS A DISASTER. The damage is not "just vegetative" and we have humanitarian needs. It is also not "just" in areas previously affected by flooding disasters. We have small isolated communities and residences in the county and need to get eyes on them and resources to them. People have damaged cars, inability to get gas and inability to get to cooling centers and mass feeding locations. *It is possible to still have disaster fatalities this far out. A heat wave is the greatest contributing factor to fatalities after a disaster. *If your agency serves home health patients or families with children, please contact us to document unmet needs. *We need help getting damage documented in iSTAT for survivors who can't do it themselves. Please help someone if you are able and support the local non-profits responding to this disaster.
