On behalf of the organizing committee, it is our pleasure to invite you to submit papers to the 22nd International Federation of Automatic Control Conference on Technology, Culture and International Stability TECIS2024, which will take place on May 29-31, 2024 in South East Technological University, Waterford, Ireland. The scope of the conference will cover different aspects and topics (technological, methodological, cultural ) that impact on international stability. Technology development leads to dramatic changes in international stability. It has never been so important to examine system stability. Currently and during recent years social international and national systems of control have been shown to be inadequate and prone to be unstable. Many basic assumptions are no longer certain and definitively questioned. The value and power of conferences. Networking with fellow R&D professionals in academia and industry through attending events and conferences offers opportunities for collaborative research. Collaborative work promotes innovation by giving access to global talent, knowledge and expertise. In my own experience as a scientist, new projects have been initiated in conferences. Sharing similar interests in conferences has provided opportunities for round-robin experiments/ tests. Round-robin in material science enables diverse perspectives, innovation, fosters an inclusive and open environment for creative thinking. NB: Conferences are not a waste of time; groundbreaking research has been initiated in such settings. Congratulations to my PhD student Nirat Rujimora for having his first article accepted for publication (and straight into a 4* ABS journal)! The twin innovation transitions of European regions ABSTRACT We investigate the spatial distributions and transitions of European regions' innovative orientation to information and communication technology (ICT), green technology or twin technologies. Using a transition probability approach and spatial methods, we estimate the probability of regions becoming innovative in either or both technologies and assess the role of spillovers. ICT-oriented regions are more likely to make a twin transition than the green-oriented regions, and non-innovative regions are likely to stay so. Weak and strong twin innovators are persistently clustered in space, with few positive spillovers on single innovators. Innovation policies should avoid supporting green innovation without also supporting ICT innovation and aim at increasing positive spatial spillovers.
