DLUHC have been busy - a new NPPF and a (long overdue!) 2022 Housing Delivery Test published on the same day! At first glance there are some surprising results in the HDT with some LPAs performing well while others are clearly experiencing difficulties: LB Bexley 91%; LB Bromley 52%; LB Croydon 140%; RB Greenwich 74%; LB Lewisham 51%; Reading BC 122%; Sevenoaks DC 51%; Slough BC 70%; LB Southwark 66%; Tandridge DC 38%; RB Windsor and Maidenhead 103%. A reminder that a score below 75% means there is a presumption in favour of permission being granted for housing development (still detailed at paragraph 11(d) of the newly published NPPF). #planning #housing #nppf

The 1.2 million home challenge for the next government to deliver the places that are needed for people to live, with particular challenges in the South East, is set out in this superb but deeply concerning research that was developed by our team at SNG alongside Paul Chamberlain and supported by the members of CASE (a group of South East housing associations). It was fantastic to work with Sean Worth, Jade Azim, and Paul Chamberlain on this important if worrying report that was also featured in The Times last week. While Labour has committed to building and to targets, it is clear that these targets will need to be stretching and come alongside a wider long-term housing strategy to deliver the homes that are needed. #UKhousing #planningreform

This is well worth a read and could provide valuable insight as to the types of changes we could see in the short, medium and long term intended to address the current housing crisis. Dame Kate Barker, Chair of Radix Big Tent has prepared a public memorandum to the new Housing Minister Matthew Pennycook MP, making various recommendations relating to planning funding and implementation. Some highlights - - the need for policies to recognise the important role the rented sector has to play (both institutional and private), to re-dress the perceived importance of home-ownership. - move away from short-term competitive funding models towards a more streamlined approached focussed on longer term needs and recognising the opportunity that exists with the transition towards greater devolution - Enabling public sector land to be used more effectively for housing - Establishing a more effective approach to Strategic Planning by making it a mandatory function, establishing a Strategic Planning team within MHCLG, and a network of spatial planning teams across combined authorities, counties and an amalgamation of unitary authorities - Commission an independent review of the metropolitan Green Belt (this could also help to answer the question as to how grey belt land is to be identified?) - Support SME and community-led developers by amending the NPPF and LURA/NDMP's to allow the Local Plan site allocation process to be by-passed and offering more support to the Permission in Principle process - Rethinking the role of Homes England as a master developer potentially working with Development Corporations - will help to accelerate the delivery of sites, support affordable housing delivery and could boost land supply for SME's Will be interesting to see how these recommendations are received by the Department and how many progress! #housingreform #nppf #strategicplanning #SMEdevelopers #planningpolicy #infrastructurefunding #housingcrisis Justin Cove Mark Vaughan Stuart Sage Nick Thompson Suzanne Asher Josh Plant Jenna Crombie Robert Theaker
Twenty years after her landmark Review of Housing Supply in the UK, Dame Kate Barker has written a public memorandum to the incoming Housing Minister, Matthew Pennycook MP, setting out the initial recommendations of the Radix Big Tent Housing Commission of which she is chair. Dame Barker recommends a two stage approach to housing reform, initially focusing on policies to end the ‘permacrisis’ by establishing a stable policy framework, so as to allow bolder choices in the latter part of the Government’s first term and lay a sound foundation for the following five years. The memo goes on to make eighteen initial recommendations, covering planning, funding, and implementation. Could this be part of the ‘new dawn’ of planning? Clearly however planning does not only equal housing. Housing is of course important but more important is: 1) the national and regional infrastructure to generate and distribute enough power to where it is needed; 2) data centres to deliver the the fibre and processing capacity our daily lives require; and 3) clean water to drink and then not pollute our watercourses. Sir Starmer, Angela and Ed have started to unravel the current planning ‘Pickle’ and I hear that the draft revisions to the NPPF will be with us later THIS month. So it looks like our holiday reading may be how the ‘new dawn’ is facilitated in updated planning policy. NAREB feels that federal support for affordable housing should also support ownership of properties, rather than exclusively renting, since ownership allows for the accumulation of wealth that is desperately needed in the Black community. 21 awards made nation-wide through the PRO Housing Grant, including $3.3 million for our neighbors to the north in Philadelphia. Looks like they'll use that funding towards a wide range of activities, including: -A comprehensive action plan to preserve existing affordable units -Developing Climate Resilient Design Guidelines -A pilot rehabilitation project to repair flood damage in homes -Developing local code and departmental regulations to streamline affordable housing development -A market feasibility analysis to study the optimal ratio of affordable-to-market rate unit availability Sounds like pretty great stuff, given the major housing challenges we're facing in the region.
