European farmers are right to feel confused about the various messages they get about their obligations under the CAP. The slide below was presented to Member State experts on the CAP Strategic Plans at an expert group in April that heard proposals on how to 'simplify' the CAP. Here's what the preamble of the regulation itself says: "Building on the previous system of cross-compliance implemented until 2022, the system of new conditionality links full receipt of CAP support to the compliance of farmers and other beneficiaries with basic standards concerning the environment, climate change, public health, plant health and animal welfare. The basic standards encompass in a streamlined form a list of statutory management requirements (SMRs)... ...Member States should ensure that proportionate, effective and dissuasive penalties are applied in accordance with Regulation (EU) 2021/2116 to farmers and other beneficiaries who do not comply with those requirements... SMRs need to be fully implemented by Member States in order to become operational at farm level and ensure equal treatment of farmers. To ensure the consistency of the rules on conditionality in enhancing the sustainability of the policy, SMRs should encompass the main Union legislation on the environment, public health, plant health and animal welfare, as implemented at national level, which imposes precise obligations on individual farmers and other beneficiaries, including obligations under... (Habitats, Wild Birds, Nitrates Directives)." This against a yearly litany of infringement procedures concerning those directives as well as some damning FVO reports on how certain Member State national authorities fall short in enforcing those basic union laws, BUT also against a backdrop in which EU farmers and DG AGRI have been recognized by the European Court of Auditors for having significantly improved rates of compliance, through cross-compliance and the various checks. If one closes their eyes and imagines a CAP without cross-compliance, it's easy to imagine an even much, much worse situation for the environment and climate whose protection taxpayers have been financing, including through the CAP. #CAP #SustainableAgriculture

One thing is for certain: our current food system is not working for farmers. It’s no surprise they have taken to the streets across Europe to protest. Farmers are trapped in an unfair system that has failed them, the public, animals, nature and our planet. They struggle to make a living due to low profit margins, competition from larger industrial farms, rising energy costs, and more extreme weather which, ironically, is being made worse by intensive farming practices. Most small-scale farmers have nothing to fear from green or animal welfare reforms. It’s the big industrial farms that are responsible for most of the damaging environmental and animal welfare impacts. *Abstract* While the importance of reducing #meat loss and waste is acknowledged due to its substantial environmental impacts, the aspect of #animal #welfare largely remains unaddressed. The suffering and death that is inflicted on animals to produce #food that is never eaten remains invisible. This study aims to bridge the gap between food loss and waste (#FLW) accounting literature and animal welfare considerations. It achieves this by estimating the number of animal lives embodied in meat loss and waste of six major meat-producing species along the food supply chain and by modelling three potential reduction scenarios. It shows that approximately 18 billion animal lives were embodied in losses and waste of global meat production and consumption in 2019. The scenarios reveal that wasted and lost animal lives could be reduced by 7.9 billion if best regional efficiencies were mainstreamed, and by 4.2 or 8.8 billion if Sustainable Development Goal 12.3 was implemented, achieving a 50Â % loss and waste reduction in the downstream or whole supply chain, respectively. Considering species-specific conscience and sentience, and previous recommendations, the analysis finds leverage points for change at the consumption stage in developed, high-income countries, in Industrialized Asia, judging by absolute, and in North America and Oceania, judging by per-capita numbers, as well as in top countries of FLW and animal life loss. It further identifies trade-offs for animal welfare between reducing FLW of different meat types, especially chicken and beef, and reducing production-based losses while keeping emissions and resource use low and supporting food #security. https://lnkd.in/dHeUkqQ9

Currently, a handful of members of Congress is attempting to push harmful legislation referred to as the “Ending Agricultural Trade Suppression” (EATS) Act and the similar “Protecting Interstate Commerce for Livestock Producers” (PICLP) Act into the new Farm Bill which is set to be voted on in the next few weeks/months. EATS and PICLP are designed to prevent state and local jurisdictions from regulating agricultural products (including farm animals) sold within their borders that are subject to interstate commerce. If passed, these acts would reverse decades of progress in farm animal welfare including California Proposition 12 (The Farm Animal Confinement Initiative), Massachusetts Question 3 (The Prevention of Farm Animal Cruelty Act), state laws on cage-free eggs and hundreds of other laws and regulations that protect animal welfare, food safety and public health. These bills also threaten the livelihood of 1,000+ mostly family farms that have invested in improved animal welfare, unfairly forcing them to compete against massive industrial farms in America and abroad who prioritize profit over the well-being of the animals they raise.
