Title VI of the Civil Rights Act of 1964 prohibits discrimination based on race, color, or national origin in programs or activities that receive federal financial assistance. This includes programs that receive federal funds directly or through contractual or other arrangements.
Title VI also prohibits disparate treatment, which is when a recipient of federal funds treats similarly situated people differently based on their race, color, or national origin.
All federal agencies that provide grants of assistance are required to enforce Title VI.
