Quoted below is worrying trend in democracy in Australia, from both sides of the political spectrum (hoping the colorful teals and greens can step up into the gap) - from Sophie and the terrific PMat team in Tasmania (quoted below). I have an emotional investment in Tasmania but this is happening across Australia - a diminution of the democracy as represented by our planning system and resented by ‘yes-in my-backyard’ mob. The Andrews government (who the ombudsperson found to be busy centralising power) made a move on councils and community democracy which thankfully seems to have stalled. Here’s what PMat https://lnkd.in/g-D82C3C says: “Since coming to office, the Tasmanian Liberal Government has changed planning laws dramatically and has reduced the power of local councils to make decisions about developments across Tasmania. “This has weakened the rights of local communities to have a say about developments that affect their own home, their local streets and town and their most treasured National Parks and Reserves. “The Tasmanian Liberal Government has proposed further weakening the role of Councils by legislating for Development Assessment Panels (DAPs). “DAPs take development assessment and approval from local Councils and remove planning appeal rights and with it the voice of the community. “These changes are proposed for all urban/private land and our World Heritage Areas, National Parks and reserves and they make it easier for developers to bypass councils and local communities.” Janet Bolitho Nicole Kowalczyk Michael Buxton PLANOLOGY LTD Sarah McQuillen

Learning some lessons from NZ Nehal Davison worked in the NZ public service from 2017–2024, well placed to advise the new government in the UK on how to avoid the pitfalls of the Ardern Government and to think carefully about the impact on the public service. She suggests three key lessons to learn: 1. Be ruthless about priorities. A succinct message about priorities will help the public service maintain a strategic focus and manage trade-offs effectively. 2. Clear purpose for advisory groups and political will to implement. Be honest on whether these advisory groups are intended to merely define the ‘problems’ or to build consensus around policy responses. 3. Support the public service to have the capacity to deliver. To achieve change, the government must take concrete action that strengthens the public service to better deliver on its agenda. https://lnkd.in/gmcUJiNe #publicservice #governmentprocesses #supportinpublicservice

On Saturday 26th October 2024, the citizens of Queensland participated in one of the great functions of democracy, voicing their collective desire for change in government and electing LNP - Liberal National Party (LNP) leader, David Crisafulli MP as the 41st Premier of Queensland. For some in the service this will be an exciting time of change. For others, it may pose challenges. Afterall, public servants are still citizens – each with their own thoughts and values. We all experience change differently. For some it can be difficult or confronting, for others energizing and uplifting. This crucial time highlights the importance of the public service ethos; being frank and fearless, apolitical, impartial, trustworthy, evidence-based, accountable, and above all, professional. These are not just words, but core principles – mindsets and behaviours that are unique characteristics of what it means to be part of a professional public service. Check out the full blog article on public sector ethos, as drafted by IPAA Queensland Director, Andrew Wills now. https://lnkd.in/gkGwFvhP #ipaainsights #ipaaqld2024 #keepinformed #buildconnections #challengeyourthinking #ethos #publicservice #publicsector

Over the past several months, the RMA has undertaken a study to assess the current infrastructure deficit in rural municipalities. This is a critical initiative to support ongoing advocacy efforts and to demonstrate the importance of provincial investment into rural municipal infrastructure. It's a good suggestion but if acted upon there must be acknowledgement that a considerable percentage of people will never earn anything or be able to pay for anything. These people remain our responsibility whatever the reason for their deficiency. But I suspect, as does the writer, they are a far smaller percentage of the population than Labour or National governments postulates. "Why not do something that will have a material improvement of the lives of those 185,000 Kiwis living almost rent-free in state accommodation. Why not sell them their houses? The nominal value of the assets is $45b, but the state is losing money on this investment. So long as we recover the $15b in debt the Crown will be better off in cash terms and so will most of the current tenants. National claims to be the party of personal responsibility. Here is an opportunity to do something consistent with that ideology. Sell the state houses. Give those 185,000 people a stake in New Zealand beyond being a beneficiary of other people’s tax dollars. Give them an opportunity to own something that is theirs, a legacy for their children, the chance to build capital and wealth." https://lnkd.in/gAu9nFVp #publichousing #welfare #nz

The South African Government released a new White Paper for Human Settlements on 18 December 2023 for public comments. This White Paper calls for a fundamental shift from housing provision to creation of integrated and sustainable human settlements in the country. At the heart of this White Paper is ensuring that a capable and ethical human settlements sector is nurtured, in which those who practice possess requisite knowledge, skills and ethos to serve the communities. The Institute of Human Settlement Practitioners South Africa supports these policy developments that should see to the review of the Housing Act, 107 of 1997 and the National Housing Code of 2009. IHSP-SA membership and supporters have placed in the White Paper for Human Settlements development process a Position Paper on Capacity Development, Professional Practice and Service Delivery Improvement. The Institute is making a clarion call for the establishment of a South African Council for Human Settlement Professionals (SACHSP) that will sit alongside other built environment professional bodies but accountable to the Ministry of Human Settlements. If ever a time for change in the human settlement sector has arrived, it is NOW. Those practitioners, professionals, parliamentarians, legislators, students, community members and organizations (locally and internationally) who support the IHSP-SA call are requested to express their support by dropping an email to the IHSP-SA Company Secretary at admin@ihsp-sa.org #humansettlements #housing #cpd #professionals #SACHSP #students #graduates #practitioners University of South Africa/Universiteit van Suid-Afrika NATIONAL HOUSING FINANCE CORPORATION Property Practitioners Regulatory Authority (PPRA) National Home Builders Registration Council Social Housing Regulatory Authority
