NORC at the University of Chicago mourns the loss of Gail R. Wilensky, Ph.D., a distinguished member of our Board of Trustees since 2005 and a renowned health economist and policy expert. Her career spanned decades of public service, and she brought invaluable expertise and insight to our organization. As a senior fellow at Project HOPE, Gail dedicated her work to analyzing and improving health care systems. Her expertise in Medicare, Medicaid, and military health care was shaped by her tenure as administrator of the Health Care Financing Administration (now the Centers for Medicare & Medicaid Services) and as a senior advisor to President George H.W. Bush. Dr. Wilensky's contributions extended to various advisory roles, including chairing the Medicare Payment Advisory Commission and the Physician Payment Review Commission. Her insights were frequently sought by Congressional committees and international audiences alike. Gail’s bipartisan approach, which allowed her to develop and advocate for policies that transcended political divides, was in perfect alignment with NORC's identity and mission of providing objective, nonpartisan research to inform public policy. Her deep understanding of health care economics and reform strategies and her ability to bridge research and policy enhanced the rigor and relevance of our work and helped us advance our health policy research initiatives. We extend our deepest condolences to Gail's family, friends, and colleagues during this difficult time. Her noteworthy achievements and dedication to improving health care will always be remembered and celebrated.

Today we educated retired physicians at the Omaha Medical Society who might retrain as mental health providers to address a shortage of care in Nebraska. We hope our discussion on medical professional liability implications might eliminate one more barrier to support a worthy cause funded by the Rhonda & Howard Hawks Foundation and Clarkson Regional Health Services (CRHS). CRHS had some interesting data on the trends and challenges of this endeavor presented by Bill Lydiatt MD and John Mitchell MD. 🌟 Meet David Connell-Smith: A True PA Warrior 🦸♂️ David Connell-Smith, 76 years old, and a dedicated trustee of the PAS, has a story that's both inspiring and eye-opening. His journey with PA began in the '90s when persistent fatigue and anaemia led him on a perplexing medical odyssey. Year after year, David received iron tablets for his anaemia without a clear diagnosis. But in 2002, he was finally told he had PA. Armed with this diagnosis, he sought information and discovered the PA Society's website, which became his primary source of knowledge about the condition. Not content with simply managing his own health, David offered his expertise as Treasurer to the society. Since then, he's been a steadfast trustee, working tirelessly to support the PA community. However, David's journey with PA has been far from easy. Despite receiving regular injections, the fatigue, mental fog, and concentration issues persisted. David's determination led him to explore various treatment options, including self-injecting with cobalamin, which provided some relief. Yet, he faced resistance from healthcare providers who didn't grasp the complexity of PA. David's story highlights the urgent need for greater awareness and understanding of PA within the medical community. Many doctors, like David's previous GP, are bound by outdated guidelines and lack the knowledge to offer comprehensive care. The Pernicious Anaemia Society, with David's unwavering support, is committed to changing this narrative. They're actively involved in research, aiming to address the uncertainties surrounding PA diagnosis and treatment. The upcoming NICE review is a promising step towards improved care for those affected by this condition. David's story is a testament to the resilience of PA warriors and the importance of advocacy. Let's continue to raise awareness, challenge misconceptions, and work towards a brighter future for everyone impacted by PA. In their new Forefront article, Amol S. Navathe, Ezekiel J. Emanuel, and Daniel K. Shenfeld from University of Pennsylvania delineate three major design flaws in current programs that impede expansion of value-based payment, and how they can be fixed. "In the effort to expand VBP, the good news is that the MSSP and CJR programs have been financial successes. In each of the past six years of the MSSP program, CMS has realized both gross and net savings—savings after payment of financial incentives. Annual savings have been about 3 percent of total payments, and cumulatively net savings to CMS have been approximately $2 billion. Importantly, the three-year evaluation of CJR has shown consistent and statistically significant $536 or about 2 percent savings for CMS per lower extremity joint replacement. Our State External Affairs Manager, Kelsey Wulfkuhle, highlights some of the positive legislative trends we saw coming from the states this year 🔍 Here’s some of what we’ve noticed: 1️⃣ Colorado and Indiana passed bills to limit facility fees charged by hospitals. 2️⃣ Many states like Illinois, Maryland, and New Jersey are adopting mandates requiring hospitals to provide free care to patients experiencing poverty. 3️⃣ Legislators in Oregon and Illinois authorized a transition to a state-based marketplace (SBM), which can ease the adoption of effective statewide health care reforms. 4️⃣ The Colorado Option launched this year with thousands of people enrolling, and Minnesota signed legislation to authorize the creation of its own public option in the coming years. $83.5 million — that's how much money Mercy saved taxpayers in 2022 by improving the health of Medicare patients while also lowering the cost of care. This is twice as much as the savings in 2021, and brings our five-year total savings to $264.4 million. We also earned a quality score in the top 15% among 482 Accountable Care Organizations (ACO) while serving the sixth-largest number of Medicare patients in the U.S. ACOs are groups of doctors, hospitals and other health care providers who come together voluntarily to give coordinated, high-quality care to the Medicare patients they serve.
