Two years into the #CalAIM initiative, those tasked with implementing the program continue to run into challenges. While some progress has been made around enrollees receiving more comprehensive care, many others enrolled in California’s Medicaid program are not being effectively connected to or enrolled in the newly available services. #SDOH and #HRSN data can help. These data help to clearly identify gaps in existing programs – as well as who would benefit the most – and pinpoint ways in which specific members’ health can be better supported. Many states have taken action to help people get health care again during the Medicaid unwinding, but there’s far more progress that needs to be made. 23% of people who were disenrolled in Medicaid unwinding are still uninsured, according to a recent KFF survey. Policymakers can help their constituents to live a healthy life by expanding Medicaid, staffing Medicaid assistance centers in their states, and passing continuous enrollment for children. https://lnkd.in/esDNdfWr

At the beginning of the COVID–19 pandemic, significant changes were made to Medicaid enrollment and eligibility rules to prevent people from losing Medicaid coverage during the pandemic. With the end of the federal Public Health Emergency on May 11, 2023, those flexibilities have ended, and all states are resuming their regular processes for renewing individuals' Medicaid coverage. Medicaid, called Apple Health in our state, requires enrolled children up to age six be tested for lead exposure, which remains a widespread public health concern. Our recent performance audit found only 26 percent of the more than 240,000 eligible children had been tested. The HealthCare Authority (HCA) and Department of Health (DOH) play key roles in mitigating lead exposure risks, including meeting program requirements. DOH data showed testing rates varied by county, and most children with the highest risk have never been tested. Our recommendations include implementing a monitoring process to identify children who have never been tested and creating clear guidance for providers.
