The shortage of Industrial Outdoor Storage (IOS) is especially felt in land constrained markets like Salt Lake. Over the past years, industrial land prices and big-box demand led to tightening site coverage and few opportunities for IOS growth. Now, industrial building vacancies and continued high construction costs is contributing to a change of focus from capital sources towards IOS. Nearly three-quarters of spaces in the transit network are empty, according to the Metropolitan Transportation Authority, a downward trend that began before the coronavirus pandemic but was exacerbated by it and the rise of remote and hybrid work. For travelers, the empty storefronts have created a sense of unease and urban decay. Some doors have been locked with chains, their windows covered with for-lease signs. Others have discarded items like restaurant supplies strewed about. Homeless people have taken over empty corners of retail areas and sleep in stairwells. For the authority, the surplus of space means a continuing decline in retail revenue at a time when the agency — which runs the country’s largest transit system of buses, subways and trains — recently lost a projected $1 billion in annual revenue with the abrupt cancellation of congestion pricing. Shops in transit stations took off overseas as well, with large malls and retailers selling sushi, sweaters and snacks to riders in London and Tokyo. They remain popular today.

I wrote a post about this program when it launched and applauded New York City for helping promote and drive progress on locker deployment to solve city congestion, security, convenience, experience issues being felt by New York City dwellers by using and encouraging the use of parcel lockers. They are now expanding this program and I want to again applaud them and somehow bring this to the attention of councils and politicians across the UK. My experience with trying to get public sector support to bring more lockers to the high streets and neighbourhoods of the UK has not been met with open arms and easy collaboration. More often it was met with a request to pay for planning permission forms and a requirement to consider the business rates that would be levied on each location. This deters parcel locker networks from deploying into prime locations. This New York City program should be a model to learn from where public officials have understood that lockers bring so many benefits to citizens and the communities they sit in. The officials in the article speak to all the key benefit statements (sustainability, congestion, security, consolidation of deliveries, capacity, speed of experience, etc.) which, in my humble opinion, only gets lip service (greenwashing) from public offices who are not supporting bringing more lockers into communities. I will say that I do not propose that UK councils launch locker networks, as New York City DOT has, since there are more experienced networks capable of doing this, BUT, I do propose that more councils make an effort to encourage and support parcel locker deployments, offer incentives and modify regulations to allow lockers to deploy more easily in communities across this country without imposing additional costs and bureaucratic impediments.
