Ostrava has announced an architectural competition for the 🏢 Municipal Services Building in the Black Meadow (Černá Louka) quarter of the city centre. 📈 For a number of years, the City of Ostrava has had to provide some of its services in unsuitable buildings, and it has also faced rising rental costs. The new building will not only bring cost savings; it will also improve access to municipal services for the general public. 📊 A financial analysis carried out by the City concluded that the best course of action is to invest in a brand-new building. The Municipal Services Building will house two departments of the City Authority: ◾ the Driver and Traffic Administration Department and ◾ the Internal Affairs Department, as well as two municipal organizations ◾ Ostrava Expat Centre and ◾ the Ostrava City Police Force. It will also contain premises for ◾ Ostrava Puppet Theatre, plus ◾ services and shops on the ground floor level. 🌿☀🟢 The building should be designed to make it user-friendly, energy-efficient and with low environmental impact. It should feature high-quality, timeless architecture with a focus on future flexibility of use in the context of rapid developments in information technology. 👉 The building will also support the ongoing revitalization of the surrounding area, complementing the planned redevelopment of the Black Meadow (Černá Louka) quarter and helping to integrate this district more closely with the rest of the city centre. 📆 The competition is open, and it will take place in two phases. The deadline for submitting design proposals is ➡ 20 November 2024. #CONTEXT_DRIVEN_DESIGN (2) Through the site analysis, I was able to narrow down the options from a wide range of possibilities. The site’s requirements were clarified, with a focus on addressing key concerns such as providing public access by allocating space for a ferry terminal, including parking facilities, and creating a public park that connects the street to the promenade. The design also incorporated shaded gathering spaces for the community and an open area linking the street level to the promenade. With these solutions in mind, the development of the apartment tower proceeded step by step, with careful attention to respecting the needs of neighboring residents. The initial step was to position the main towers at least 50 meters away from adjacent buildings. Where the tower's placement blocked the views from neighboring apartments, the design was adjusted by relocating the structure within the site and modifying its height. The design evolved naturally as it addressed each challenge, shaped by the process of problem-solving and solution-finding. By following this approach, the design often leads to unexpected outcomes. This, I believe, is the essence of good architecture - a design that is driven by its context.
