🏗️ The revitalization of the public space at “Florida” in Ostrava-Poruba is now underway! This project will completely transform the public space known locally as “Florida”, next to the roundabout at the halfway point of Poruba’s main avenue. 🌳 The site will become an attractive modern space for leisure, cultural and community events. 📅 The project is scheduled for completion in 2025. The landmark feature of the site will be a new wooden building with a 😎 viewing terrace. There will also be new lawn areas, almost 2000 square metres of 🌸 🌼 flowerbeds, and new street furniture. 🛋️ The concrete pedestrian walkways will be replaced by high-quality paving, allowing a range of events to be held at the site. Water features will include ⛲ fountains and a 💧 spray mist cooling system that will provide welcome relief on hot days. The project will not only enhance the site’s aesthetic appeal; it will also revitalize a 🌷 public space in the heart of Poruba which deserves to be both functional and attractive. Ostrava has announced an architectural competition for the 🏢 Municipal Services Building in the Black Meadow (Černá Louka) quarter of the city centre. 📈 For a number of years, the City of Ostrava has had to provide some of its services in unsuitable buildings, and it has also faced rising rental costs. The new building will not only bring cost savings; it will also improve access to municipal services for the general public. 📊 A financial analysis carried out by the City concluded that the best course of action is to invest in a brand-new building. The Municipal Services Building will house two departments of the City Authority: ◾ the Driver and Traffic Administration Department and ◾ the Internal Affairs Department, as well as two municipal organizations ◾ Ostrava Expat Centre and ◾ the Ostrava City Police Force. It will also contain premises for ◾ Ostrava Puppet Theatre, plus ◾ services and shops on the ground floor level. 🌿☀🟢 The building should be designed to make it user-friendly, energy-efficient and with low environmental impact. It should feature high-quality, timeless architecture with a focus on future flexibility of use in the context of rapid developments in information technology. 👉 The building will also support the ongoing revitalization of the surrounding area, complementing the planned redevelopment of the Black Meadow (Černá Louka) quarter and helping to integrate this district more closely with the rest of the city centre. 📆 The competition is open, and it will take place in two phases. ✍ The contract with the European Investment Bank (EIB), which is providing a loan complemented by an EU grant, was signed before the ceremonial 🔨 tapping of the concert hall’s foundation stone, on 15 July 2024 – but the media attention focused on the ceremony.   ❔ How is the construction being funded, and who is involved? The project is financed from multiple sources.   ▫ City of Ostrava - official of Ostrava began setting aside money for the project in 2017. Its Concert Hall Endowment Fund currently holds over 600 million CZK, and this sum continues to grow. ▫ Moravian-Silesian Region, Regional Authority is contracted to provide 300 million CZK. ▫ Ministry of Culture is providing 600 million CZK. ▫ The project has also received grant funding up to 21 million EUR (around 500 million CZK) from the EU’s Public Sector Loan Facility (PSLF), which is part of the Just Transition Mechanism (JTM). This grant is complementing an EIB loan totalling 84 million EUR. ▫ Private citizens and businesses can also contribute, as they did for the construction of what is now the Jiří Myron Theatre; Nadační fond koncertního sálu / Endowment fund of the Ostrava Concert Hall has been set up for this purpose. ℹ Although funding has been secured, Ostrava continues to explore other financing possibilities.   💡 The EIB loan drawdown is in several stages, and the loan is a precondition to the EU grant. The gradual drawdown enables the City to coordinate the receipt of loan funding as needed during the construction work; this helps minimize interest costs.   ➡ PSLF combines loans from the EIB with grants from the European Union. The T-Park in Ostrava-Pustkovec is set for expansion with a new multifunctional building. Yesterday, representatives of Ostrava ✍signed a contract of purchase with CTP Czech, which already runs three industrial parks in Ostrava (the CTParks in Hrabová, Poruba and Hrušov) as well as the IQ Ostrava office building at Náměstí Republiky. 💰The purchase price is just under 72 million CZK. 🏢 The building will feature a modern design, sloping downwards towards the nearby residential area. It will meet all the aesthetic and functional parameters specified by the City, while also fully respecting its surroundings. The new building will include 💻office space, 🧪🛠prototype workshops and other facilities – 🥣a restaurant, 🗣common areas and 🛎accommodation for people using premises at the industrial park. 👉The total usable area will be over 32 000 m2 (considerably more than the minimum specified requirement of 24 240 m2). 🌿 Ostrava is one of the greenest Czech cities. Although woodland makes up just 1️⃣ 2️⃣ % of the city’s total area, Ostrava is working intensively to create more green spaces 🌾 – which are a key tool in combating climate change. The city is systematically implementing projects to improve eco-stability and reduce the risks associated with heat and air quality.   💧 New aquatic biotopes, efficient water management, ☘ green spaces, 🌼 flowerbeds, 🌳 avenues of trees, 🌲 parks, 🌺 🏵 floral meadows, green roofs and 🚊 green tram lines, plus thousands of newly planted trees and bushes – all these measures contribute to sustainable development and help enhance quality of life for Ostrava’s people. ℹ The city has set up an Environment Fund which finances projects connected with the protection of the natural environment, soil and air, waste management and water management, greenery plantings and other activities. This is clear proof that urban development and nature conservation can go 🤝 hand in hand.   ➡ For example, earlier this year the revitalization of the 🌱 Tylův Sad park was completed, and the park near the Zábřeh Chateau 🌷 has also been transformed. New beds of mixed perennials have been planted in various districts of Ostrava, and “green” tram lines have been created in Ostrava-Jih and Ostrava-Poruba; these have excellent water retention capability as well as reducing noise, vibration and dust levels. This year’s Colours of Ostrava is now behind us. The 2024 festival included the first-ever appearance by the #fajnova team on the UniverCITY OSTRAVA stage, alongside the Ostravská univerzita and the Vysoká škola báňská - Technická univerzita Ostrava. 👀 There was plenty to choose from on the UniverCITY OSTRAVA stage, with talks covering a wide range of topics including architecture, health and much more. Let’s take a look back at some of this year’s great guests! 📐The City of Ostrava was proud to welcome the architects Eva Jiricna, Steven Holl Architects and Robert Konieczny, who shared their perspectives on world architecture and its impact on cities – including Ostrava itself. Marketing expert 🤟🏻 🤟🏻 Pavlína Louženská and her guests discussed the question “What gives a city its coolness factor?”, also taking a deeper look at this topic in a special workshop. Another talk on an urban development-related topic was called “How to kick-start a region”, and the discussion also focused on how Ostrava supports talented people in the city. 👏The UniverCITY OSTRAVA stage was hugely inspirational and brought many valuable insights. 🏗 The revitalization of the iconic “skyscraper” on Ostrčilova Street can now begin, as the developer has signed the contract to buy the building from the City. This distinctive city-centre landmark will undergo a comprehensive reconstruction designed by the world-renowned Czech architect 👉Eva Jiricna and her colleague Petr Vágner. 💙 The revitalization project demonstrates Ostrava’s determination to preserve its architectural heritage – while also looking boldly to the future. 💬 What does Eva Jiřičná say about the project? “It’s great to see how Ostrava has been transformed in recent years. I’m delighted that I can work with the city and be part of that process. I often meet with people from Ostrava, and I admire their determination to guide the city in the right direction. I’m very pleased that the transformation of this iconic landmark is now set to become a reality.” ✅ The project will create high-quality housing in the city centre, as well as improving public space in the surrounding area. Project details: ➡Location: Near Ostrava’s New City Hall, originally part of the Jindřiška housing estate. ➡History: Built in 1965-1968 as a residential building, but later converted into offices. ➡Future vision: To retain the building’s original height (68 metres) and 22 floors, creating 75 residential units ranging from compact studio flats to luxury maisonette apartments. ➡Sustainable design: The building will have a green façade with a central irrigation system, a roof garden, and other features of outstanding architectural quality. ➡Parking: A new parking garage will replace the current open-air parking lot, improving the functionality and aesthetic appeal of the area. 📅 On Friday 19 July, construction work began for 🎼 OSTRAVA’S NEW CONCERT HALL. The occasion was marked by 🔨 the ceremonial tapping of the foundation stone – an event attended by a number of VIP guests including the American architect who designed the concert hall 👉Steven Holl Architects, the President of the Czech Republic 👉Petr Pavel, and the Czech Finance Minister 👉Zbyněk Stanjura. 💰 The work will be financed from a range of sources, including a European Commission grant (500 million CZK), a loan from the European Investment Bank (EIB) (2 billion CZK), a subsidy from the Czech Ministry of Culture (600 million CZK), and funding from the Moravian-Silesian Region. ➡ The City of Ostrava is also preparing applications for funding from other subsidy programmes, as well as setting money aside in its own dedicated Concert Hall Fund – which currently contains 5️⃣ 7️⃣ 0️⃣ million CZK.
