As Colorado Springs welcomed industry leaders, government officials, and innovators to the recent #SpaceSymposium, the 39th gathering of the annual conference was a testament to the unstoppable growth of the U.S. space ecosystem, particularly in the realm of national security.   🚀 Carbice GM of Global Strategy, Rafael Spears, shared some highlights from this year’s event:   🌐 U.S. Space Force Commercial Strategy Release: The spotlight was on the official release of the U.S. Space Force Commercial Strategy. Since the establishment of Space Force in 2019, the commercial space industry has eagerly awaited insights into their priorities. With the unveiling of the Commercial Strategy, national space priorities and the path forward are coming into focus.   🛰️State of the Space Industrial Base:   The unveiling of the “2023 State of the Space Industrial Base (SSIB)" report underscored the pivotal role played by the commercial space industry. This dynamic and rapidly evolving sector is not only vital for national security but also an engine of economic competitiveness. Prepared by Space Force, Air Force Research Laboratory, and the Defense Innovation Unit (DIU), the report emphasizes the importance of a robust supply chain and a skilled workforce — essential ingredients in preserving America’s leadership in this arena.   🚀 As a thermal solutions leader, Carbice actively participated in the symposium, forging and deepening bonds with both new and existing partners such as the U.S. Naval Research Laboratory (Bill Raynor, Associate Superintendent for the Spacecraft Engineering Core, pictured here with Spears). It serves as its foundation, safeguarding systems and ensuring their integrity and reliability.   We're at a pivotal moment where dominance in space is inextricably linked to our security and economic prosperity. If you share with us the idea that: the civilian space settlement should be kicked-off before 2030, such a new paradigm requires priority focus to enhance some enabling technologies, to allow civilian untrained passengers to travel, work and live in space for long time, the private industry is making a great effort, but shouldn’t be left alone. The Planet Earth’s Governments are spending too much for military and too little or zero for civilian space development, the world wide space community should speak loud with one only voice, to recommend such an urgent development, then you should join the Civilian Space Protocol worldwide campaign. Highly Recommend! Well worth the reading but even more important following … and pursuing the strategy with National commitment! This more clearly points the way of a strong and required leadership by our Department of Defense and US Space Force - aligned with commercial industry. A NASA. Led program for civil return to the Moon and cis-lunar region is important, but should be science-focused. This strategy rightly points out a required leadership role in development of important Cislunar capabilities!

Maybe Congress would arrange for the DoD/USSF more freedom to allow and assist our homegrown private space sector (that is light years ahead of adversaries- as of now at least) to make cislunar regime reflect free world values?

As the annual Space Foundation's National Space Symposium kicks off this week, we are excited to share the newly released 2023 State of the Space Industrial Base (SSIB) report. The report highlights a number of critical pillars the U.S. faces in the emerging space economy. Topics include assessing the current state of launch, satellite communications, remote sensing, as well as challenges in policy, finance, and workforce development. Now in its fifth year, the SSIB report is a joint project between the United States Space Force Air Force Research Laboratory and the Defense Innovation Unit (DIU) and draws on the expertise of many partners including, NewSpace Nexus Space Florida and Space Northwest and others. Among the report recommendations is the need to embrace a collective North Star vision for space that is inclusive of the United States, its allies, and global partners as an enduring advantage for economic prosperity and collective security in the 21st century. Reacting to C-NOTE #25: USSF CSO Chance Saltzman states: "As the Chief of Space Operations, I am a...member of the Joint Chiefs of Staff (JCS)...As a participant in these discussions, I’ve come to realize that the Space Force can, at times, struggle to effectively communicate our capabilities with the other Services and the combatant commands because we lack a formal and well understood framework for force presentation. Solidifying how the Space Force presents forces is an important way we are optimizing for great power competition" **GPC is by definition, NOT combat. Optimizing for GPC ALSO requires distinct units of action or detachments that are part of steady-state, below-the-threshold of conflict operations. Posturing for readiness in conflict is ONLY ONE aspect of GPC--GPC also calls on the Joint Force to ADVANCE US national interests. While the USSF has agency to advance US global interests--and is doing so through capabilities and partnerships--the USSF is the ONLY military force capable of advancing US strategic objectives IN THE SPACE DOMAIN ITSELF. It likely also has the most capable planning staff of any agency involved in space operations (to include NASA, DOC, DOT, DOS). Thus, the USSF (and individual guardians) bear a special responsibility for advancing US strategic objectives in the Space Domain itself. Optimizing the force for Great Power competition (GPC) cannot be limited to presenting forces and communicating capabilities to the COCOMs. That is only HALF the problem set. GPC (according to the Joint Concept) is competition BELOW the threshold of armed conflict, and must advance US interests. The expectation / mission is not that the US will lose GPC and be postured for war when it fails. The mission is to win GPC itself, which means advancing US strategic objectives (usually non-military objectives) in the domain. That means it is EQUALLY important to think about how USSF integrates with, presents capabilities, and presents forces (including planners and R&D as 'forces') to interagency partners like NASA, Department of Commerce, Department of State. Just as the USSF has placed forward elements in INDOPACOM and EUCOM, Guardians should think deeply about what sorts of operational and liaison (including JAGS) elements should be placed at what levels to maximize the potential for integrated campaigning.
