Engineers don’t move on opportunity alone. If the pay isn’t there, they’re probably not interested. Exceptions exist of course. Usually in the higher salary ranges. But most of the time, money matters a lot. There are awesome firms in this industry, With some incredible benefits too. And there is work out there that is super interesting. But if the total compensation and benefits are the same or worse than what the candidate is currently making, They probably won’t move.  It’s just not worth the risks. Everyone’s risk tolerance is different. If the offer is not significantly more than what they are currently making, They're probably going to receive an offer from a competitor that is.
