Congress and the Future of Special Operations  Congressional Call for Center of Special Operations Analysis Section 903 presents the SOF Enterprise with an enormous opportunity to make a much-needed transformational and bureaucratic shift. This article will explore the opportunity for SOLIC and USSOCOM to build an assessment and analysis program, paired with a USSOCOM operational and service-focused strategy, to determine special operations budgeting and programming, legislative affairs, operations, and manpower requirements. The 2023 results for the European Defence Fund calls are now out. Just over €1bn of new EU funding will go to 54 projects, which involve a total of 581 legal entities from across 26 EU states and Norway. The latest awards bring the total committed EDF funding to over €3bn since 2021. 14 of the projects have associated PESCO projects, triggering the related 10% funding bonus. The naval domain had a particular focus with 3 of the largest awards: EPC2 - €154m for work on a standard design for European naval patrol corvettes. EMISSARY - €100m for development of a network of advanced sensors and a military Space Situational Awareness Command and Control software HYDIS2 - €80m for Endo-atmospheric interceptor concept phase work EEQUALMCM - €45m for work on a system of systems of naval mine counter measures SEACURE - €45m for a development of remotely operated systems for anti-submarine warfare and seabed protection. E-CUAS - €43m for designing systems to counter UAS ACTUS - €42m for development of advanced capabilities for tactical UAVs EUDAAS2 - €40m for development detect and avoid systems for UAVs. CARMENTA PF - €33m for developing protection systems for fixed and rotary wing platforms. NG-MIMA - €30m for development of integrated avionics for future combat aircraft

The following types of funding should not be counted as revenue by a DefTech start-up: - SBIR - Congressional It's not revenue, it's at best a short runway extension.

Taking a data centric approach all the way to the edge (ie/ on the aircraft or in the control station) combined with Zero Trust and ICAM - is key. With correct data tagging and access control, this approach rapidly accelerates multi-partner environment interoperability, and enables multi-department collaboration.
