RARELY is the Recruiter the decision maker when it comes to who to select. Sometimes, it can be the case but it's definitely the minority and usually presents itself in front-line roles or organizations that HR/Talent is merely transactional. USUALLY the Recruiter is an advisor to the hiring leader in both preparing for and executing the TA process for a hiring manager. Because of this, it can be clunky until you build report and trust with the hiring manager. No matter the best laid plans a recruiter may have, there still may be issues that arise. Similar to people being mad at the waiter/waitress for an incorrect order when the chef is the one who prepared it incorrectly, recruiters are often the target to poor processes and experiences when a lot of times it's a byproduct of lack of decisions or progress from a hiring leader. This is why the relationship between a TA function and parts of the business is SO important! Working at building strong relationships internally will make immediate positive impacts externally for candidates and start you on the right path if starting your career in Talent Acquisition! P.S...You still have a ton of influence and responsibility is ultimately on the recruiter for a good experience and timely decisions but it's a shared effort.
