One of the barriers to the adoption of heat pumps and other low-carbon, energy-efficient technologies is listed buildings, and the planning restrictions surrounding them. But is all that about to change in 2024? On paper, yes. The UK Government is proposing to relax the need for the English tranche of the estimated 500,000 listed buildings in England and Wales to apply for permission to install heat pumps and photovoltaic (PV) panels. So will listed buildings now be able to install whatever energy-efficient technologies they like? It seems highly unlikely, given the huge quantity of objections to PV panels and heat pumps we currently encounter from planning authorities in historic areas of the country, so more detail is needed. Delays between an application for grid connection and a plant going online are not just a function of slow interconnection processes. As LBNL has documented, equally important factors for delays are permitting and community opposition: https://lnkd.in/eS_Gi9fV This means there are probably 100 GW of projects with completed grid interconnection agreements that are delayed for other reasons. In PJM alone that number exceeded 40 GW a year ago: https://lnkd.in/eH4Uw4gw To mitigate the delays in generation development thus requires a multi-faceted approach that includes (1) improve generator interconnection processes (as grid operators are trying to do); (2) streamline permitting processes (as states such as CA, NY, and MA are working on); and (3) improve community engagement. The California Independent System Operator (CAISO) board has approved significant reforms to the grid interconnection process, focusing on projects with high success potential. These changes aim to streamline the queue by evaluating projects based on commercial interest, viability, and system needs. If approved by the Federal Energy Regulatory Commission, these "transformational reforms" will help CAISO meet California's near-term reliability and long-term clean energy goals.  By prioritizing areas with available transmission capacity, CAISO aims to accelerate the execution of interconnection agreements and commercial operations for the most competitive projects. On 2nd August 2024, Order approving the Methodology for the allocation of electricity network capacity for the connection of electricity generation sites, as well as amending and supplementing some orders of the President of the National Energy Regulatory Authority in the field of connection of users to the public electricity network (the “Order No. 53/2024”) has been published in the Official Gazette, Part I, No. 758.  The primary objectives of the Order No. 53/2024 include the following: The revision of provisions of the Regulation for the connection of the users to the public interest grid (the “Grid Connection Regulation”)[1]; The implementation of the provisions of Article 25(22) of the Law on Electricity and Natural Gas No. 123/2012 (the “Energy Law”)[2], which states that “If network operators do not have sufficient capacity to connect all the electricity generation capacities for which connection has been requested, they may apply market-based methods of allocating existing capacity to networks, according to the regulations approved by ANRE”. The new rules aim to allocate available grid capacity through market-based methods and promote a mechanism that ensures a competitive environment, such is established in the Methodology regarding the allocation of electrical network capacity for the connection of electricity production sites (i.e. annex No. 1 to the Order No. 53/2024). Changes to the 2014 Grid Connection Approval: The Order No. 74/2014 of the President of ANRE for Approving the Standard Content of Technical Connection Approvals[3], shall be modified and supplemented. Modifications to the 2022 Standard Grid Connection Contracts: The Standard Grid Connection Contracts for Public Interest Electrical Networks[4], shall be modified and supplemented. The Order No. 53/2024 is effective from 2nd August 2024. However, the Methodology regarding the allocation of electrical network capacity for the connection of electricity production sites will apply starting 1st of January 2026. With the US electric sector witnessing historic demand growth and a backlog of #CleanEnergy projects, Grid Enhancing Technologies (#GETs) could be the game-changer we need. Our VP of Strategic Development, Alexina Jackson, weighs in on this critical topic, "There are numerous market-ready technologies that can optimize our electrical grid and accelerate the future our customers need. Realizing how to model the functionality and quantify the benefits of these technologies is a barrier to the implementation of Grid Enhancing Technologies. RMI’s analysis of potential benefits of GETs as applied to the PJM region begins to break down that barrier and encourages stakeholders to realize their benefits." Big news for U.K. transmission connected assets dispatching directly onto NGESO networks. An improved efficiency in processing and dispatching energy, utilising the latest modelling technologies for forecasted energy usage will allow for a more efficient, stable grid for renewable energy production. Batteries and other forms of energy storage being key to this new OBP being successful, eventually leading to an ever deteriorating benefit to dirty energy generators staying live. The rope is fraying for traditional fossil fuel generation plants. 🛢️🚫

The PJM woes continue. Clean energy and environmental groups are urging FERC to reject PJM's plan for complying with FERC's Order 2023 on grid interconnection requirements. FERC Order 2023 aims to streamline the process for connecting new generation sources to the grid. However, critics argue that PJM's proposal doesn't go far enough. Specifically for the following reasons ▫ Lengthy interconnection study timelines ▫ Limited consideration of alternative transmission technologies ▫ Unrealistic assumptions about energy storage behavior ▫ Requests for exemptions from penalties for interconnection delays
