Anniversary time LinkedIn peeps as the U.S. Department of Transportation celebrates today's second anniversary of the signing of the Infrastructure Investment and Jobs Act (IIJA) with the release of this video of Secretary Buttigieg taking a well-deserved victory lap. Here are two observations of things not highlighted in this video (which after all is pretty short): * Given that the Administration swiftly rebranded the IIJA as the Bipartisan Infrastructure Law, it is curious how little the 19 Republican Senators that voted for the IIJA are mentioned or celebrated in the time since the bill's passage (the list can be found here https://lnkd.in/gcZGs_iq). Some of these members are seen fleetingly in the video, standing behind the President at the signing ceremony or Minority Leader McConnell shown with the President at a Brent Spence Bridge event earlier this January (https://lnkd.in/g-Dr-Abh). Without those 19 votes, there would not be a bill no matter its name, but instead more attention seems to be paid to those who voted against it. Today's Politico Morning Transportation newsletter quotes Minnesota Senator Tina Smith affirming newly re-elected KY Governor Andy Beshear' messaging about infrastructure, “He talked about it in terms that people could understand,” Smith said. “He linked it to specific projects.” Also important, she said, was “making it really clear who supported the infrastructure package and who didn't.” * Also not mentioned in the brief video are the state DOTs and regional transit agencies that are executing the majority of the 37,000 infrastructure projects mentioned in the video. Much of the funding in the bill is allocated to these agencies directly under Congressionally defined formulas and many of the discretionary grant awards will also be executed by these agencies. All the modal administrations in USDOT are to be commended for moving so quickly in executing new or expanded discretionary grant programs, as are the many parts of the Office of the Secretary. But Congress enacted the IIJA with USDOT in the allocation business and states and regional and local agencies in the project delivery business. The ongoing success of the IIJA will involve partnerships, and good partners recognize the importance of each other. I don't mean to be too curmudgeonly about the well-produced video--after all, this Administration got done what previous ones only promised. Shruti Vaidyanathan: "However, the overwhelming amount of transportation funding continues to be distributed through older, formula programs, such as the National Highway Performance Program and the Surface Transportation Block Grants. While Congress gave states the authority to spend these so-called formula funds on public transit projects, vehicle charging, and even pedestrian and bike infrastructure, there is no easy way to track exactly how this money is being spent, and too many states continue to funnel the lion’s share of these funds into highway expansion projects. "Moreover, states are using flexibilities in the requirements for climate funding to spend even more on car-centric highway projects, negating the potential societal and environmental benefits of those programs. As of September, $755 million in climate and transportation funding was transferred out of the Carbon Reduction Program to general highway accounts in a number of states to fund things like highway expansions and other road projects. With data on state spending being hard to come by, the full impact of this landmark bill remains somewhat of a black box. "Money must flow to low-carbon transportation "The good news is that there’s still time to correct course. More than half of the transportation funding hasn’t been distributed yet, so states can pivot toward investments in low-carbon transportation options. A new NRDC report sheds some light on how states are spending federal funding and provides guidance on critical policies to reduce transportation emissions in an equitable way. Getting Transportation Right: Ranking the States in Light of New Federal Funding rates states on 22 metrics to evaluate their progress on equity and climate outcomes in transportation. This includes metrics related to state planning for climate and equity, vehicle electrification, expansion of transportation choices, system maintenance, and procurement; effectively, it provides states with a comprehensive list of best practices they can use to leverage federal transportation dollars with demonstrated climate and equity outcomes."

Thanks for sharing. Yes, this law is a large investment in the Nation’s infrastructure, but it is only 10% of the real investment need. That means that there is a great number (90%) of infrastructure projects that are not going to get done. Is that what we all want? HR 4052, the creation of the Nation’s fifth National Infrastructure Bank, is what is required. The fourth NIB actually built the bulk of America’s infrastructure, including the mobilization for WW II. America needs this new NIB to complement this law and fund ALL infrastructure projects. Let’s do this right and not squander this opportunity. #nationalinfrastructurebank

60 years ago today, President Lyndon Johnson signed into law legislation creating the federal transit program, marking the federal government’s major role in supporting transit bus and rail systems across the U.S. In the 60 years since, the program, now managed by FTA, has reshaped transit in America. We have evolved from supporting a few scattered bus lines and city subways to funding world-class rail, bus, ferry and bus rapid transit systems to ensure everyone can fully participate in all their communities have to offer.
