Following Prime Minister Lawrence Wong’s National Day Rally Dialogue (NDR) 2024 on 18 August, Singapore National Employers Federation (SNEF) immediately organised a post-NDR Dialogue exclusively for our members at the Sands Expo & Convention Centre on 19 August. Hosted by SNEF President, Mr Tan Hee Teck, this dialogue focused on the NDR announcements related to leave enhancements for new parents.   Ms Indranee Rajah, Minister, Prime Minister's Office, Second Minister for Finance and Second Minister for National Development, together with Minister for Manpower, Dr Tan See Leng, engaged with some 700 SNEF members who had the opportunity to seek clarifications and provide their feedback directly to the government.   Through the dialogue, employers have a better understanding of the reasons for the enhancements. Nonetheless, SNEF understand that affected employers, especially the SMEs, would face greater challenge if their employees are away for an extended period of time.   Hence, SNEF will continue to work with the Government to provide more support to employers to overcome their manpower challenges.   Join our growing network of members to be amongst the first, to be informed of manpower policy changes and updates. Thank you for joining us at Singapore National Employers Federation (SNEF) engagement event on 31 July! With over 150 participants from various industries, we were glad to provide updates to members on the latest employment insights.    Our speakers covered essential topics, including pertinent issues in Singapore’s labour landscape, available grants and initiatives for employers, and crucial safeguards against cybersecurity threats. Attendees enjoyed an engaging networking session with industry experts and like-minded professionals. SNEF is glad to know that vast majority of employers are responsible. This is according to the Employment Standards Report 2023 released by the Ministry of Manpower (MOM) and the Tripartite Alliance for Dispute Management (TADM) today. The overall incidence of employment claims and appeals increased from 1.97 in 2022 to 2.53 per 1,000 employees in 2023 but remained lower than the pre-COVID period (2019: 3.04 per 1,000 employees). SNEF noted that the increase was mainly due to salary claims because of a more challenging business environment in 2023, where the Singapore economy grew by only 1.1% as compared to 3.8% in 2022. In addition, vast majority of employers who were arrear in salary payments had genuine difficulties as only 1% were wilful employers who did not pay salaries in full. The incidence of wrongful dismissal claims also remained low at 0.32 per 1,000 employees in 2023. Nonetheless, employers should have a robust grievance handling procedure to try to resolve any employment disputes in the workplace. This would also help them better prepare for the upcoming Workplace Fairness Legislation. Singapore National Employers Federation (SNEF) and the pre-approved Job Redesign (JR) consultants appointed under the Support for Job Redesign under Productivity Solutions Grant (PSG-JR) will be rolling out a series of pre-scoped business in line with Workforce Singapore's objective to support companies in their enterprise and workforce transformation. These pre-scoped solutions are targeted at various business needs and aspirations. The first pre-scoped business solution we are introducing is the Flexible Work Arrangements- Request (FWA-R) Enabler from Ernst & Young, a pre-approved consultant appointed under PSG-JR. The FWA-R Enabler addresses organisations’ requirement to implement FWA processes by 1 December 2024 which was announced by the Ministry of Manpower in April 2024.
