SIRIUS Policy Network on Migrant Education’s Post

The final meeting in the European Agency for Special Needs and Inclusive Education’s Building Resilience through Inclusive Education Systems (BRIES) activity took place in Brussels in November 2023. During the meeting, the BRIES team was joined by representatives from Bulgaria, Germany, Greece, Estonia, Ireland and Sweden – the participating Agency member countries. Key moments included the presentation of Guidance for Establishing a Culture of Effective Communication in Education and reflections on the activity which started in 2021 with the aim of supporting education systems to learn from crises. The final conference for the Promoting Inclusive Education in Greece, Phase 2 project will take place on 23 September, in Athens. Funded by the European Union through the Technical Support Instrument, the project supports the Greek Ministry of Education in fostering inclusive education for all learners. Ministry officials, education professionals and policy experts will come together to discuss the project’s contributions, focusing on three priorities: inclusive transitions, inclusive assessment and inclusive school guidelines. 🤝We had the meetings with the Ministries of Education of Finland 🇫🇮and Estonia 🇪🇪 and I am glad that we had an opportunity to get acquainted with one of the best education systems 🧑🏫 not only in Europe 🇪🇺 but in the world as well. 🌍 We were also honored to visit different educational institutions 🎓and see how these systems work in practice. 📣That’s a common knowledge that Finland is the happest country 🌞 in the world and what I have realized is that, people in this country have the highest level of independence and trust from the government and vise verse. The system is based on trust and individuals have taken their responsibilities to the society. This is the key on which every culture and system should be based on. The responsibilities are not burden or something to be afraid of as it is perceived in many societies. This is the level of independence and the way of development. In the societies where people understand their social responsibilities everything can be based on the trust and it immediately reflects on the well being of the society. The finland is the one of the best examples and a lot of countries can learn from them how to build trust between communities and be happy. Special thanks to the European Training Foundation, EU, Ministry of Education and Culture of Finland, Ministry of Education and Research of Estonia for this great opportunity. A historic first for the European Union's first regional programme focusing on education in the Eastern Partnership region. From 17 to 20 September, education sector and ministry representatives from Armenia, Azerbaijan, Georgia, Moldova and Ukraine met in Helsinki and Tallinn for a series of peer learning workshops aimed at bringing together the reform experiences of ETF partner countries with the systems of EU Member States, with a particular focus on developing the teacher profession. It was the first meeting of all five delegations from the countries covered by the programme. Finland and Estonia are considered to have some of the best-performing education systems in the world, and through high-level meetings, workshops and school visits, participants from the Eastern Partnership region had the opportunity to share their perspectives and find inspiration (or comparison) for their own reform agendas. This three-year (2024-2026) initiative aims to bring about positive, long-term and sustainable changes in education in Armenia, Azerbaijan, Georgia, Moldova and Ukraine by improving governance and strengthening capacity in education sector planning and management. A series of workshops has taken place in Ireland as part of the Fostering Inclusive Quality Education in Finland and Ireland project. This multi-country project is funded by the European Commission through the Technical Support Instrument (TSI) and implemented by the Agency and the Commission’s Directorate-General for Structural Reform Support (DG REFORM), alongside the Irish Department of Education and Finland’s Ministry of Education and Culture. It aims at promoting equity in education using a highly participatory approach. Approximately 90 stakeholders took part in the workshops, including government representatives, parent groups, NGOs, trade unions, school principals and teachers from across the country. Discussions covered all aspects of inclusive education, such as teacher training and school leadership, fostering constructive dialogue and gathering valuable feedback. The results of these discussions complemented the project team’s findings during the policy and legislation analysis of the Irish education system and will inform the next steps of the project.
