The IMO Sub-Committee on Human Element, Training and Watchkeeping (HTW) have agreed on a roadmap for the comprehensive review of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) and the accompanying STCW Code. The STCW Convention establishes basic requirements on training, certification and watchkeeping for seafarers on an international level. 📢 USCG Policy Update: Temporary Changes in Service Requirements for STCW Deck Rating Endorsements 🚢 Effective October 8, 2024, the U.S. Coast Guard has introduced temporary changes to the service requirements for Able Seaman (AB) endorsements, impacting those pursuing STCW deck rating endorsements. These changes, outlined in CG-MMC Policy Letter 04-24, extend the service period needed for endorsements like Able Seafarer-Deck (AS-D) and enable concurrent service accumulation for Ratings Forming Part of the Navigational Watch (RFPNW) and AS-D. 🔹 If you’ve already started your application, these changes apply if you haven’t reached final agency action. 🚨 Important Notice – Gulf Coast Maritime Academy Courses 🚨 The U.S. Coast Guard has discovered that between January 2018 and November 2023, several courses provided by Gulf Coast Maritime Academy (GCMA) in Tampa, FL, failed to meet the required practical training standards, specifically for live firefighting exercises. As a result, the following courses are no longer Coast Guard-approved, and certificates issued during this period are invalid: Basic Firefighting Basic Firefighting Refresher Basic Firefighting Revalidation STCW Basic Training Affected mariners who took Basic Firefighting or STCW Basic Training must retake the courses or submit a Basic Firefighting Refresher or Revalidation course by October 1, 2025, to retain their endorsements. Mariners who attended refresher or revalidation courses during this time are not required to take further action but will be notified for awareness. The NMC will contact mariners directly via email, phone, or physical mail to provide further instructions. If you attended any of these courses, keep an eye on your inbox and postal mail. ⚠️ Failure to take action by October 1, 2025, may result in the removal of endorsements related to these courses from your Merchant Mariner Credential. Today the IMO Sub-Committee on Human Element, Training and Watchkeeping (HTW) completed its 10th session with the following outcome. - The Sub-Committee finalized the Terms of Reference for the review and revision of the STCW Convention and Code. It is intended to start the work by an intersessional working group that may meet in February 2025 the week before the scheduled meeting of HTW 11. The work will be carried out in two stages, first a comprehensive review and secondly, based on the outcome of the former, a more targeted revision. - The Sub-Committee agreed to develop guidance and ultimately training standards for working on board ships with new fuels and power sources. This work will be done parallel to the review and revision of the STCW Convention and Code. - The Sub-Committee validated the revised models courses 1.32 and 1.35 and agreed on terms of reference for revising model courses 1.37, 2.06 and 1.21. The revision of the latter model course (Personal Safety and Social Responsibilities) regards incorporating the recent amendments to STCW Table A-VI/1-4 (a new competence on prevention and mitigation of bullying and harassment in the maritime sector).
Attending the 10th meeting of IMO’s Sub-Committee on Human Element, Training and Watchkeeping (HTW), held from 5 to 9 February 2024 at IMO’s headquarters in London. The SC is expected to complete the terms of reference and roadmap for the review and revision of the STCW Convention. The SC will also discuss the timely need for standards of training for handling new fuels and other energy sources on board ships. STCW Direct course of the day from Flying Fish UK Updated STCW Basic Safety Training If you are working as a Seafarer onboard a ship, or are returning to sea and completed your STCW Basic Safety Training Course more than five years ago, then the STCW Refresher Course is for you. If you hold Personal Survival Techniques (PST) and Fire Fighting (FP&FF) qualifications, then as of 1st January 2017, you must have evidence of having completed an STCW updated training course within the last five years. The new STCW Refresher Course was introduced as part of the 2010 STCW Manila amendments to the STCW convention.These changes came about because it was recognised that Seafarers do not have the opportunity to practice tackling real fires or launch life rafts as part of monthly drills.
