It’s a complex story. I’ve worked with many local authority staff and councillors who have the best interests of their community at heart (even when we disagree on how to make the biggest difference), and generally most understand the value and impact of local charities. But they’re in a spiral of financial limitations, pressure from national government requirements, and frankly impossible choices. I’ve been a charity leader with local council funding making up part of my income portfolio. Worked really hard to not be dependent on commissioning contracts, negotiated hard for fair costings, and built partnerships that helped funds work more effectively for local people (remember them? The people these funds are meant to benefit?). The big issue for me is that as council funding to charities shrinks, the dependence of council services on charities does not. It’s growing. I’m hearing every week about charities receiving more and more direct and indirect ‘referrals’ to their services from councils. They’re inundated, under huge pressure, and close to breaking. Some are broken. Grant funders can’t possibly fill this gap. And no, ‘efficiency’ generally isn’t the answer either - local charities are already struggling to find money to pay relatively low wages and cover basic necessities. There are a lot of complicated reasons for this mess, but the main answer we need to urgently find is how we close the gap of capacity - and more funding had to be part of that story. It saddens me that as the pressure hits, discussions are getting more combative, and amazing partnerships are breaking down. I’d love to hear about councils that are actively working with local charities and their other statutory partners to collaborate on realistic solutions. Derbyshire, where I live, is consulting on cutting everything from its children and families support offer except statutory minimum delivery (court ordered work basically). This is just one example of the extensive cuts- but what that means is that help will not be offered at an early stage to prevent the problem becoming a crisis, adding huge pressure to social services, education and health, likely policing too. All of these services are underfunded and cracking under the pressure. The evidence behind the importance of the first 1001 days of life is clear - when a child doesn't get a great start it sets the trajectory for the rest of their life. Their health, wellbeing, educational outcomes - even how long they will live. There is a unique window of opportunity but the cuts to services here mean for many children it will be lost. Charities like Home-start Erewash are trying desperately to bridge the gap but they too are at risk as they are not well-funded and are now competing for funding in a really challenging climate just to try and keep the doors open to help families in greatest need. They are a small team (to keep costs down), it's harder than ever to find new volunteers because the cost of living means few can afford to give their time, and demand along with the complexity of family circumstances keeps rising. It's the perfect storm. A new government will help, but it will take a long time to fix some of these problems. As a sector we need to work in partnership, we need to collaborate, we need to encourage each other to try new things and be a bit brave. And most importantly, we must never accept that this is ok, or normal and we need to be LOUD about it. Our wonderful, diverse, caring, supportive society needs us to fight for its future.
