Electric transmission is essential for a reliable grid and a clean energy future. Our recent report with the Niskanen Center reveals how federal permitting, particularly Environmental Impact Statements (EIS), significantly impacts project timelines.   From 2010-2020, while only 3.5% of projects required an EIS, these accounted for 26% of new transmission line miles. With the U.S. needing to triple its transmission capacity, improving federal permitting processes is crucial.   That's where CITAP comes in. Launched in April 2024 by the U.S. Department of Energy (DOE), this program streamlines permitting, sets a 2-year review standard, and centralizes processes. Our analysis suggests CITAP could cut federal permitting time by more than half.   From 2010-2020, CITAP could have avoided 66 years in federal permitting time if implemented effectively, underscoring how much time could be saved through improved permitting processes. Moving forward, success will depend on implementation and developer participation. https://lnkd.in/eKR5UXA3

The Biden-Harris Administration has launched the Federal-State Modern Grid Deployment Initiative, supported by 21 states, with a substantial investment of $10.5 billion through the Department of Energy's Grid Resilience and Innovation Partnerships (GRIP) Program. This initiative aims to modernize America's power grid to ensure reliable, clean energy and create good-paying jobs.   Key to this effort is the adoption of modern grid technologies, including high-performance conductors and Grid-Enhancing Technologies, which double power capacity and maximize electricity transmission. These solutions enable quicker integration of renewable energy, address load growth challenges, and reduce utility bills.   The initiative also focuses on expediting the federal permitting process for new transmission lines. Recent changes allow most reconductoring projects to qualify for simplified environmental reviews, significantly reducing project development time.   Substantial investments from the Inflation Reduction Act and the Bipartisan Infrastructure Law allow the Department of Energy to administer this funding to support transmission upgrades and advanced grid technologies, with a strong emphasis on benefits flowing to disadvantaged communities under the Justice40 Initiative.   For more details on available funding, visit the official White House announcement.
