I have had some success with writing responses to ESA which has resulted in funding. In my experience, ESA has a very robust process and looks for innovations which make best use of civil space assets. I think that workshops such as these could prove incredibly useful to you, if you're thinking of applying for funding, or if you're trying again.

PNT data plays an increasingly important role in our society from increasing connectiveness to automating processes. The main NAVISP objective is to facilitate and support the generation of innovative propositions that go beyond the exclusive use of satellite navigation signals and data and include the development of competitive industrial capabilities and the development of new, innovative technologies to complement, upgrade or replace current PNT technologies. The NAVISP programme is structured according to three Elements that complement each other and contribute to the above programme objectives:
Element 1: Innovation
NAVISP Element 1 aims to develop innovative concepts, techniques, technologies, and systems related to the PNT sector along the entire value chain. The activities under Element 1 are fully funded by ESA.
Element 2: Competitiveness
NAVISP Element 2 aims to maintain and improve the capabilities and competitiveness of the participating States' industry in the global market for satellite navigation and, more broadly, PNT technologies and services. As this Element of NAVISP is to support industry initiatives, activities are co-funded between ESA and industry.
Element 3: Support to Member States
NAVISP Element 3 aims to support national PNT strategies by providing support per country and possibly per domain for the development and promotion of products, applications and services based on GNSS and, more broadly, PNT systems to foster national and international cooperation. The activities under Element 3 are fully funded by ESA."

Europe must have the ambition to have a space programme and a space agency that is world-class. My ambition as ESA’s Director General is to make it happen. ESA wants to be at the forefront of innovation, sustainability, and international cooperation – to be among the top space agencies and most dependable partners in the world.
When we think about the future of ESA and our Member States we must recognise two things (1) that satellite services and space-based data are the backbone of modern society and (2) that ESA is THE space agency that has a heritage of the scientific and technical expertise needed to maintain Europe's leadership in areas such as satellite manufacturing, Earth observation, and navigation.
We must jointly define European strategic priorities for space. Increased coordination, joint funding, and pooling resources will enable European-wide projects. This is how we secure operational autonomy. With clear goals, long-term funding, and strong political support, we will achieve our ambitions. But – and this is crucial – we will only succeed if Europe stands united behind a common vision.

In the European Space Agency - ESA's efforts to increase its value for society and pave the way for a long-term ambition for #Europe in #space, the Agenda 2025 has identified the ESA #transformation as a key priority.
📡 🚀 🛰️ Part of the “transformation” of ESA is of course of direct interest for the European space industry, represented by ASD-Eurospace, as it can impact our #competitiveness, in a context where we continue to rely on the (very small) open markets to be sustainable.
💡 Accelerating time to contract or reducing the number of procurement constraints that make proposal preparation expensive are as many needed improvements and recommendations that are gathered in our latest Position Paper “Streamlining industry’s ability to be more agile and competitive in an ESA context”, available below.
Ultimately, this transformation will support industry’s efforts to offer high-quality and innovative products to European Space Agency - ESA in a cost-effective manner.

ESA Member States met in Paris, France, for the 323rd session of the #ESA Council on 26 and 27 March 2024.

Although we are still in the early stages of the mission and busy with the satellite’s commissioning phase, the results we presented today at #IAC2024 are truly remarkable. Not only do they further confirm that all four instruments and the complex way the data are processed are functioning exceptionally well, but they also highlight the power of their combined measurements. This demonstrates that the mission is on track to achieve its objectives.
The data, which were captured on 18 September, offer a sweeping view from Central Europe to Sweden. Notably, they reveal the many different signatures of a thunderstorm over northern Italy, near Milan where IAC is taking place.
This geo-return debate is turning into a "for" or "against" ESA, which is not helping. Few facts need to be highlighted:
1- ESRO which became later ESA stands for European Space Research Organisation, and its mission was to develop a european space industry. There the geo-return made sense simply because except in UK and France there was no space industry.
2- ESA later developped into the Agency for countries which did not have an agency and the political games started to infiltrate ESA management down to A4 level as some countries requested to have georeturn within ESA Staff and keeping a detail account of how many A4-A5-A6 and Directors were from each country.
Still ESA managed to keep the political games out of some areas and managed to run very successful science and earth observation programmes for which there was no national pride issue and theses programme had a lot of technological developments risks, covered by ESA cost plus contracts agreed by ESA delegations.
3- the issue today is so called "New Space" which is essentially driven by risk taking for future profitability to private investors. To support this model "New Space" needs cheap launch else the €€ books will not balance. Everybody and his sister claim that he can build a cheaper launcher than Ariane 6 IF he can ignore all rules including georeturn, BUT still get funded by ESA or other public source! (note that if and but are in capital letter). That is were the georeturn debate get corrupted, New Space wants the butter and the money of the butter!
ESA and its georeturn can still exist to develop technology science, earth observation, etc, and even moon exploration as nobody sees short term profitability in them. ESA shall stay clear of "New Space" and leave it to real private investors.
EUROPE NEEDS TO FACE (NEW-SPACE) REALITY
"Several ESA officials said France’s push to end georeturn was no more than an attempt to strengthen the EU’s hold over the agency and by implication France’s influence over programmes.
Founded in 1975, ESA acts as the EU’s procurement agency for space systems, but it is an intergovernmental organisation whose members include non-EU countries such as the UK, Canada and Switzerland.
EU procurement may be open to competition, said one veteran ESA official, but the final decisions were “just politics . . . So without georeturn, decisions are more influenceable”.
“If you want to deviate from this principle it’s the end of ESA,” said another senior ESA official. “It’s really pointing towards ending ESA as an intergovernmental organisation and letting the EU take over.”
