Red tape doesn't have to be a stopping point. So before you stop, make sure you really have to. There may be a way to work within the framework it provides. A real life example of this: the United States working with Germany on the Evan Gershkovich release from Russia. When the Germans first received America's swap proposal for Gershkovich's release, Berlin's legal team advised against agreeing to it. But German chancellor Olaf Scholz was amenable to the plan. So, they found a way to work around potential legal issues: America submitted an official request to Germany and went through the appropriate legal and political channels, giving Berlin political cover and allowing the proposal to move forward. Sometimes red tape is an obstacle course, not a stop sign.
