This week we are celebrating the #EtterAward Winners from the U.S. Naval Research Laboratory! Mr. Trey J. Morris, Emergent Engineer Award Morris demonstrated leadership and excellence in developing the capability to use machine learning models and artificial intelligence algorithms to rapidly search vast ocean areas for surface vessels. This development has enabled analysts to quickly locate vessels at sea and classify them as merchant, combatant, potential smuggler or illegal fishing vessel in hours instead of days. Morris has been able to synthesize advances from the private sector and multiple academic fields to match them to the unique requirements and stressful workflows of the warfighter. His ability to integrate a broad set of critical science and technology efforts has enabled NRL to extend its legacy of scientific and technological achievements, and has resulted in groundbreaking intelligence and warfighting capabilities for the U.S. Navy, Department of Defense, and Intelligence Community. Last week, R&E’s Future G principal director, Dr. Tom Rondeau, and Naval Postgraduate School president, Vice Adm. (Ret.) Ann Rondeau (no relation), met to kick off the FutureG Active Duty Opening Source Development (ADOSD) program. The partnership supports two FutureG and R&E priorities: rapid innovation through open-source software and workforce development, which are critical to successful integration of FutureG technologies into the operating force. It will leverage open-source software as the basis for graduate education and research to empower the active-duty FutureG workforce with the foundational knowledge they will need to support the goals outlined in the National Defense Strategy. “The FutureG mission is to advance and adapt cellular network technology for Combined, Joint All-Domain Command-and-Control operations (CJADC2), and the NPS mission to provide defense-focused graduate education for warfighter advantage, making us ideal partners to help support our warfighters’ needs,” Dr. Rondeau said.

On May 9, Christopher Collins, the United States Department of Defense executive director for the Office of Developmental Test, Evaluation, and Assessment, chaired a technical panel at the 21st Annual Acquisition Research Symposium at the Naval Postgraduate School in Monterey, California. The panel, “Advancements in Digital Engineering for Test and Evaluation,” included three presentations by researchers from Georgia Tech Research Institute and DOT&E, who provided the latest details on digital engineering’s advancements with testing and evaluation practices. Additionally, the Acquisition Research Symposia hosted senior defense acquisition officials, NPS faculty, and graduated students for discussions on research priorities and findings across the acquisition discipline. Digital engineering can help the DoD outpace America’s adversaries because it helps decisionmakers make quicker, more well-formed choices while also continuously adapting and improving military systems.

At the Naval Postgraduate School Foundation & Alumni Association, we recognize that students are the cornerstone of NPS, driving forward innovation and excellence. Their outstanding achievements not only reflect the values of our organization but also significantly contribute to #nationalsecurity and military operations. In this month's Faces of NPS: Information & Communication Technologies for Operational Readiness, we had the opportunity to showcase one of our students in the Information Professional (IP) Community. Lt.Cmdr. James Phan highlights the valuable experiences achieved by attending #NPS and why military services want to send their officers and NCOs to Naval Postgraduate School. "I think the most impactful experience since I’ve gotten to NPS has been interacting with other members of the Information Professional (IP) community that are in a similar point in their careers. We are a relatively small community of about 1,000 officers and there are approximately 35-40 IPs here at NPS. Learning what jobs they’ve done in the past can give me a lot of insight on where I might go next and how I can shape my academic curriculum to better prepare myself." Phan also emphasized the importance of investing in service members’ education to help with retention rates and alleviate the strain of increasingly demanding operational tempos. Graduate education offers a fresh perspective and alternative problem-solving approaches that prove invaluable upon returning to the Fleet and Force. Empowering Marines through Critical Thinking: Critical thinking - the cornerstone of effective decision-making - is essential for the 21st-century Marine Corps. From fixing an engine to navigating a complex tactical situation, it is the key to success. Recognizing this, the Marine Corps views itself as an educational organization, dedicated to fostering this vital skill. The OODA Loop (Observe, Orient, Decide, Act) developed by John Boyd provides a valuable framework for applying critical thinking in real-time. Unfortunately, traditional training methods may inadvertently de-emphasize independent decision-making, potentially creating an "OOAA Loop" (Observe, Orient, Ask, Act) where initiative stalls at seeking approval. To empower Marines, we must transform the learning environment. Replacing passive lectures with problem-based learning and decision-based exercises encourages critical analysis, independent thought, and rapid action. By trusting our Marines as capable adults, we cultivate initiative and unleash their full potential.
