Under current regulations, doctors contracted with Medicare and Medicaid face a $10,000 penalty for each instance they charge a non-government patient substantially less than the government rate. With ~60% of uninsured patients going without needed care due to astronomical costs, is it really prudent for the government to impose a disincentive for doctors to actually offer charity care to patients?
