If you know the history of the Navy and Marine Corps since WWII, you know the history of CNA--you just might not realize it yet. I was excited to join the War on the Rocks Sailor Pulse podcast with Andrew Tenbusch to talk about what your Navy and Marine Corps FFRDC (CNA Corporation) does and why it matters. Excited to share my fascinating and thoughtful conversation with Joshua Tallis, Ph.D., scientific analyst to the Office of the Chief of Naval Operations. In this episode, we explore the critical role of the CNA Corporation and other Federally Funded Research and Development Centers (FFRDCs) and University Affiliated Research Centers (UARCs) in shaping the US Navy’s strategic and operational policies and how they fit into the broader think tank ecosystem. Dr. Tallis discusses how CNA has evolved from its beginnings in World War II—analyzing tactics to counter German U-boats in the Atlantic and Japanese kamikazes in the Pacific—to applying queuing theory to port operations in Busan during the Korean War, optimizing aviator recovery during Vietnam, leveraging open-source intelligence to divine the Soviet bastion defense strategy, and using statistical analysis to demonstrate the effectiveness of electronic warfare in counter-IED operations in Iraq. He also highlights the breadth of operations research and manpower analysis performed in support of the Navy and Marine Corps, the challenges of communicating research to decision-makers within a complex and adaptive system, and the importance of bottom-up ideas in addressing operational challenges. Dr. Tallis encourages sailors throughout the fleet to bring forward their insights during annual calls for studies, emphasizing that those closest to the issues often ask the most impactful questions.

In modern times Alfred T. Mahan effectively articulated his observations and is recognized for his expertise in the challenges of safely navigating our Oceans and Seas. He joins the Phoenicians, ancient Chinese, Norseman, and Matthew Fontaine Maury as Masters of Maritime navigation and conceptualizing Naval Warfare.

This conference proceedings illustrates a practical methodology to improve #covariance estimation using the principles of lucky #signalprocessing and the cumulative #coherence. Lucky processing, popularized in astro-photography, is a technique that increases signal quality by selectively keeping only a small fraction from a pool of potential snapshots. Cumulative coherence, a measure of how well a set of vectors is described by its subsets, provides the measure of “data quality” that enables the lucky processing. This approach is described practically and then applied to covariance estimation on an #acousticarray by taking a fixed duration sample of data and creating a dense set of snapshots with higher than usual overlap. From these densely sampled snapshots, the “luckiest” ones were found using cumulative coherence, and the covariance was averaged as normal. It was found that the lucky covariance estimate was successful at adaptive matched field processing and produced a less ambiguous processor output than the conventional estimator.
