War divides, music connects: our motto is perhaps best illustrated by the Mitrovica Rock School in Kosovo, where young people from a city divided by war come together through music. Mitrovica is one of Europe’s most divided cities—its youth grow up without any contact with people on the other side of town. Communities are divided by language, religion, politics, media, and a history of war. But rock musicians from both sides of the river remember a time when musicians played a central part in the region’s rock music heritage. Their stories inspired us to team up with local musicians to bring back the city’s rock music heritage and reconnect its young people. In its 15 years of existence the Rock School grew from a fledgling initiative to a renowned institution, known for its successful approach to reconciliation as much as for its talented bands and popular events. However, since the summer of 2022, tensions in Kosovo have been on the rise again. This year, outbursts of violence in May and September even meant we had to pause our mixed activities for several weeks. If music connects, and the Rock School has brought people together for 15 years, why do these divisions persist? Of course, one music program cannot undo an age-old regional conflict. But the question invited me to try to put into words what the impact of our project is. I think about Mitrovica Rock School as a bubble, or a safe house: a place that is in the city and of the city, but where different rules apply. Where young people can be themselves, and learn and develop on their own terms. Where differences are celebrated and creativity and individuality are honored. Where everyone is welcome and safe. Importantly, it is a physical space. A safe place to experiment with a different way of thinking, living and being. And where people find each other through music. One rock school cannot solve a regional history of conflict. But it can offer a different lens through which the next generation can see their future, and that of their city. Education Policy Initiative research has shown that, alongside Blackpool & Torbay, Hull has seen a particularly sharp widening of the disadvantage gap, post pandemic. I haven’t seen any evidence that ‘levelling up’ Education Investment Area funding has made a difference, but regardless, the city didn’t receive any. Given that context, this annual report from our deliberately non-elitest music service is really important, demonstrating a clear link between learning an instrument, either individually or in a group, and both progress and attainment at KS4. The sample size is not small. 48% of Hull’s musical instrument learners live in wards that are among the 10% most deprived in the country. Not only does this tell you all you need to know about Hull’s inclusion-first music service, there are clear messages here for policy makers, including that narrowing the curriculum is no way to promote opportunity for all. Introducing… a new generation of Music Hubs 🎵 🪴  We’re investing over £101 million in new Music Hub Lead Organisations on behalf of the Department for Education. This means:  📍 New Hub Lead Organisations will receive over £76m to coordinate high-quality music education in every local area.  🔧 They’ll also receive an additional £25 million to invest in new instruments, equipment and technology, including instruments for children and young people with special education needs or disabilities.  The new Music Hub programme is a major milestone to achieving the National Plan for Music Education’s vision that children and young people should be able to sing, create music, and progress their musical interests.  This investment also helps bring our #LetsCreate vision to life, increasing access to:  🥁 musical activities  ☀️ opportunities  🎓 teachers   🎷instruments  The programme will make sure the creativity of every child and young person in England is valued and given the chance to flourish: no matter who they are, where they go to school, or where they spend their free time.   🔗 Learn more about the new generation of Music Hubs👇 https://buff.ly/3vCoowX
