I've been asked multiple times is it harder to start a new channel or fix one that has been poorly managed. My answer is that's a complicated answer. A new channel that is built right from the start is going to be much easier to start seeing growth while a poorly managed channel takes more time to get the algorithm to recognize it again but starting over can mean losing the channel name and what small audience you do have. What's the right answer? It depends on your goals, needs, and wants so it's an individual answer and not an overall one size fits all answer.
