China, Japan and South Korea held a trilateral summit for the first time in almost five years. The three countries aim to conclude a free trade agreement. However, differences in security policy are becoming apparent. This trilateral summit sends out three signals: 👉 Competitors China, Japan and South Korea aim to increase their cooperation. At least in economic matters, this seems possible. The keywords here are free trade agreements and supply chains. 👉 Differences are particularly evident in security policy. Here, Japan and South Korea favor cooperation with the United States. This, in turn, is a thorn in China's side. North Korea remains another point of contention. 👉 China shows that it does not want to leave the diplomatic field to the United States. In August 2023, US President Joe Biden hosted a similar summit in Washington, while the trilateral summit between China, Japan and South Korea had not taken place since 2019. EU leaders are in Beijing today for two days of meetings with their Chinese counterparts. The EU will give Xi a chance to play statesmen yet again this year but is likely to get little in return. See the below article for more on the meetings from my colleague Jorn Fleck and me.

A new charm offensive? Unpacking Xi’s visit to Europe AtlanticCouncil 3 May 2024 The European Union describes China as a three-part “partner for cooperation, an economic competitor and a systemic rival.” Now, growing concerns in Europe over strategic dependencies on China’s, the vulnerability to economic coercion, and ties to Russia have sparked debate in Europe over the future of Europe’s relationship with Beijing. Suspicion over Chinese efforts to flood the European market with cheap exports have further caused Brussels to open investigations into China’s economic practices. At the same time, Beijing has stepped up its diplomatic efforts with Europe. President Xi Jinping will have talks in Paris, Belgrade, and Budapest on May 5-10, and Xi recently hosted German Chancellor Olaf Scholz and Dutch Prime Minister Mark Rutte in China for discussions on their respective relationships with China. Meanwhile, the United States is pushing greater coordination with Europe on a transatlantic approach to China. All the while, elections in Europe and the United States add another layer of uncertainty for Europe’s and the United States’ future relations with China. Chinese Premier Li Qiang has praised what he called a restart in relations with Japan and South Korea as he met their leaders for the first three-way talks in four years on Monday. The Chinese premier met with South Korean President Yoon Suk Yeol and Japanese Prime Minister Fumio Kishida in Seoul with efforts to revitalise three-party free trade agreement negotiations, stalled since 2019, high on the agenda. As the summit opened, Li said for the comprehensive resumption of cooperation between East Asia’s economic powerhouses, insisting that politics should be separated from economic and trade issues, calling for an end to protectionism and the decoupling of supply chains... https://lnkd.in/dq-DRDqk

Of the nations that Chairman Xi is going to visit, only France really reflects Europe, at least in terms of trade relations. Serbia and Hungary have special relations with Beijing and there are no trade frictions, so perhaps what the media is reporting about the trip’s purpose being to avoid a trade war is just wishful thinking. For a long time, there has been some kind of deeper relationship between China and the Serbs. The “accidental” US bombing of the Chinese embassy in Belgrade in 1999 was likely not really accidental. One conspiracy is that China had leaked information to the Serbs about how to shoot down stealth aircraft, it worked, and the US retaliated by bombing the embassy. Who knows! China has only been doubling down on manufacturing and denies overcapacity thus making a trade war very likely. --- China Peace Initiative (CPI) was created to explain and educate, toward understanding, hoping for peace.
