Students in CA’s rural border counties are struggling to meet statewide test score standards for Math and English. All 9 teacher education deserts we identified in our new report fall below the state average of students who met or exceeded the English Language Arts (47%) and Mathematics (35%) portions of the California Assessment of Student Performance and Progress (CAASPP). Low-performing schools require increased workloads for teachers, who are expected to provide individual support, differentiated instruction, and participate in customized remediation strategies. Research also indicates that highly qualified teachers are substantially more likely to leave low-performing schools (Boyd et al., 2005).
