The US Bureau of Bureau of Ocean Energy Management has approved EDF and Shell's 200MW Atlantic Shores South project, marking the second federal approval in two days. Located 8.7 miles off the coast of New Jersey, Atlantic Shores includes two projects with up to 195 turbines and potentially ten offshore substations, with subsea transmission cables possibly reaching Atlantic City and Sea Girt. Last month, Atlantic Shores signed a contract with Riggs Distler for onshore substation expansion in Cardiff. Bureau of Ocean Energy Management Director Elizabeth Klein highlighted the collaborative approval process involving various stakeholders to ensure responsible energy development. National Climate Advisor Ali Zaidi praised the project's labor agreement with six New Jersey unions, emphasizing local benefits. Atlantic Shores CEO Joris Veldhoven expressed excitement about the milestone and the project's potential for creating well-paying union jobs.

New California Offshore Wind Legislation Addresses Procurement and Permitting - October 17, 2023 - Energy Legal Blog AB 1373 – Central Procurement and Better Planning for Resource Adequacy AB 1373 sets the stage for a comprehensive expansion of California’s offshore wind development efforts. The new law, signed by Gov. Newsom on October 7, 2023, permits the state to sign long-term contracts for the purchase of electricity from offshore wind facilities. 🚨Onshore Wind Task Force 🚨 Part one with my practical points It is great to see the new Labour administration following up the decision to lift the ban of onshore wind in England with a task force to accelerate the deployment. Given the time that has elapsed since onshore wind applications were being considered in England, the knowledge drain since then as case officer have left post, retired or moved up the ladder should not be underestimated. My key points for consideration would be: - Training for planning officers on wind applications; - Training for members on the planning committee to better understand the projects they are being asked to assess; - An appropriate level for an NSIP to kick in (100MW?); - agree standard conditions that can be used to avoid these being discussed time and time again; - reduced proportionate EIAs that don’t have to repeat agreed methodologies again and again; and - a central resources that planning authorities can reach out to for advice on complex issues. Looking at the members there is a lot of knowledge in there so I hold a lot of confidence they will make a difference. Passed by the State Senate, this legislation sets the stage for Delaware to become a key player in offshore wind and shows how states are continuing their leadership role in US offshore wind development on the East Coast. Senate Bill 265, now moving to the House for consideration before June 30, establishes a framework for future offshore wind projects. Once approved, it will head to Gov. Carney for his signature, allowing the State Energy Office to begin soliciting proposals. We commend Sen. Hansen, Rep. Heffernan, and all who worked on this important bill. The UK Secretary of State for the Department of Energy Security and Net Zero has granted development consent to Equinor's Sheringham Shoal and Dudgeon Extension Projects off the North Norfolk coast. The projects are extensions to the operational Sheringham Shoal and Dudgeon Offshore Wind Farms, which currently power around 710,000 UK homes. The consent enables the extension projects to double the capacity of the existing wind farms, providing renewable energy to power an additional 785,000 UK homes. With these extensions, Equinor's wind farms in Norfolk will power nearly 1.5 million households. This marks the first time in the #UK that two offshore wind projects under separate ownership have been awarded consent under a shared application which provides the opportunity to combine the development of the two projects. Through a coordinated approach and consultations with local community members, Equinor has sought to develop the extension projects to maximise local benefits and minimise disruption, the developer said. This includes an option in the consent application to utilise an integrated transmission system, as well as separate grid connections for each project, within the same overall onshore footprint. The development has been selected as a Pathfinder project for coordinated offshore transmission development under the UK Government's Offshore Transmission Network Review. During the construction phase, the extension projects are anticipated to support more than 1800 full-time jobs per year across the UK and within East Anglia, generating over GBP 370 million in direct gross value added (GVA) to the East Anglia and UK economy. The projects are also planned to leverage the existing operations and maintenance base at Great Yarmouth, which will continue to serve the operational Sheringham Shoal and Dudgeon wind farms, as well as the new turbines once developed. Equinor will now review the consent granted in full detail and determine if and when the projects can be taken forward for Final Investment Decision (FID). #renewableenergy #offshorewind #carbon60 #engineering #uk #wind #energy

‘Floating technology is the solution for the offshore development in the Atlantic Ocean Basin.’ The first EU Offshore Network Development Plans, 23 January 2024, ENTSO-E (the European Network of Transmission System Operators for Electricity)*. Ireland is dependent on Britain for energy security. Ireland’s democratic independence and economic growth depends on domestic energy security which can only be provided with wind power - solar and hydro can help. Perspectives on political power and its relationship to access to energy and natural resources requires a refresh, such as: A Designated Maritime Area Plan (DMAP) for Ireland’s West Coast and a floating offshore wind auction should proceed without any further delay. All Eirgrid's capital projects should be accelerated further regardless. Cork Harbour and any other port that is ready to assemble fixed offshore wind farms required for energy security should not be delayed any further, including by a West Coast DMAP or floating offshore wind auction. The resources of the state, local government, and the private sector can be deployed to accelerate. If Ireland waits in the queue to develop its offshore wind resource it will not have an export market. The North Sea economies require the construction of artificial energy islands. Ireland is not in the North Sea. Ireland’s energy security depends on what is built in the Irish Sea, Celtic Sea, and Atlantic Ocean. Supply chain challenges for offshore wind, including floating turbines and power-to-x , and transmission infrastructure are Ireland’s near-term industrial opportunities. A global leading shipbuilding and marine industry can be restored at harbours and ports around the island of Ireland with support from private sector and sovereign funds. Big news for the offshore wind industry! The Feds have recently published an exposure draft of new Offshore Electricity Infrastructure Amendment Regulations and an associated consultation paper. The proposed regulations cover a range of requirements that include management plans, financial securities, safety and protection zones, and workplace health and safety. The public is invited to provide their comments on the draft regulations until May 12, 2024. 🎯 California and Oregon have announced ambitious floating offshore wind targets totaling 5-8 GW by 2030 and 28 GW by 2045. These are coming into focus through Bureau of Ocean Energy Management site control auctions where roughly 7 GW of capacity has been awarded to developers and another auction is scheduled for Oregon later this year. Upgrading infrastructure, scaling up supply chain capabilities, and navigating rigorous permitting requirements are key to making these targets a reality. The expansion requires a collective industry effort to ensure the supply chain is robust, financially sustainable, and ready to deliver on projects. The West Coast Supplier Council, within Oceantic Network, aims to bridge the gap between the government and suppliers, providing focused feedback to policymakers. The council aims to foster the right conditions for scaling up volume in a sustainable, smarter way with a focus on viable projects.
