This is my wish list, and what I’m feeding through to my local potential incumbents. 1. DELAY the PR24 Final Determination to allow time for a well-balanced technical, environmental, scientific and financial (bills) scrutiny before approving. Incoming government shouldn’t adopt the lazy approach of just signing off what’s already been proposed as it will lead to continued “regrets” solutions of concrete-pouring to achieve a senseless reduction in average spills per year. 2. RESHAPE the instructions for the water industry on how to develop the business plans to adopt a truly CATCHMENT SYSTEMS approach with recognition of the multi-stakeholder approach required to truly achieve river health (align with statutory DWMPs to also address flooding and growth requirements?). 3. Identity a LEADERSHIP authority that the public and river health warriors can hold to account. Give the leading authority the mandate to convene and hold to account the multi-disciplinarity of all the other authorities with a stake and responsibility in achieving river health (agriculture, highways, contaminated land, trusts and local interest groups etc..).

Laudible but narrow view (apart from the non-achievable, safe, designated river bathing water stretches proposal). Reminiscent of many idealistic demands from all quarters over recent years, prompting recent verbal diorreah rhetoric from Labour and Liberal Party posturing, including the former painting itself into an embarrassing corner, and yet still aiming to keep in place a current, deeply unpopular, broken water model in England. THE BIG MISSING QUESTION? who and how are we going to pay for this shopping list? Sorry, no good coming up with the gossamer-thin line "out of water company profits." Not under the present system. More profits = more improvements (and more for shareholders). Less profits etc...but all funded from the water bill payer. Like it or not, that's how it works. Until someone with grown-up long trousers puts their foot on the ball and says, hold on, lets have a grown up debate about rivers, like consulting real independent environmental & economic experts, deciding on priority, timing, cost, affordability, an appropriate, properly funded vehicle (EA?) to monitor and police the water environment, appropriate vehicles (WC's) to deliver improvements, etc we will continue to have this merry-go-round of demands which take us absolutely nowhere and delivers headlines and shopping lists only. The public wants to stop sewage, agricultural, road run-off, and other pollutants discharging into rivers. Politicians have to end shameful one liners despite having months to think through a coherent strategy and plan. The post election Ofwat announcement PR24 (25-30) of billing increases v size of investment will set the scene. Presumabley, Kier, Reed, and co could not and would not politically tolerate an annoucement of big billing increases from the ‘bad guys’ who they have lampooned so much. I am hearing on the grapevine that Ofwat WILL announce huge capital investment (similar to that in the water company Business Plans (BP's)... BUT... with much smaller allowed billing increases than those demanded in the BP’s. Triggering a wholesale march by all companies to the CMA. That scenario in itself may generate, by default, a restructuring of the industry, as well as, politically, kicking the can down the road.....bizarre but feasible when you take into account twisted and devious political logic.

Environmental rules may allow for limited discharges due to heavy rain, but the instances of "dry spills" suggest a deeper issue at play. Incorporating Tribal knowledge and ensuring participation in water-related decisions is essential.
