So grab your favorite drink and start reading 📑☕ Our Senior Director for Policy & External Affairs Lisa Hunter Hunter explains why cost transparency around facility fees in health care should be at the forefront of policymakers’ minds. Our listening work has shown that many people nationwide are hesitant to receive care because of cost. Here’s what’s not working: ➡️ Facility fees are exorbitant fees charged when a patient sees a doctor at a hospital-owned clinic. From our polling research, 81% of voters want transparency from their providers about facility fees before receiving care. ➡️ Facility fees represent the fee-for-service model (which puts quantity of visits over quality of care) we are working towards eliminating in health care. Our choice is patient-first care (which puts quality over quantity). ➡️ Facility fees are charged to patients for virtual visits, even though patients never stepped inside a facility. Limiting these fees is crucial to building an accessible and affordable health care system, but more work needs to be done. Recently, the House passed the Lower Costs, More Transparency Act, which requires hospitals and insurers to publicly disclose the fees they charge patients. Additionally, at least 13 states have passed legislation to restrict facility fees. Dr. Francis Mercado, from Virginia Mason Franciscan Health’s Franciscan Medical Group, emphasizes these points as essential for success in accountable care organizations (ACOs), like the Rainier Health Network. Dr. Mercado, who leads the Rainier Health Network ACO, found success by implementing best practices in care management and focusing on delivering high-quality care. He suggests voluntary attribution as an ideal mechanism, where the health system is responsible for patients who choose to be under its care. Benchmarking is also crucial, helping health systems track progress and adjust incentives over time to ensure they continue to be rewarded for providing excellent care.
