Why is there almost no naval national guard (other than a tiny volunteer group in NY)? Considering the vast sizes of the Army and Air National Guards how has this been so neglected? Surely it would add considerably to state rescue efforts (which usually fail miserably as in Hurricane Katrina) were such abilities developed.
