Our Ocean 2024: Answering the Call for Bold Action

In 2014, then-U.S. Secretary of State John Kerry spearheaded the inaugural Our Conference. His vision: unite a diverse range of key players to transform good intentions into meaningful action on marine conservation. This week in Athens, Secretary Kerry witnessed firsthand how this idea has blossomed into a crucial platform for governments, NGOs, experts and private entities to drive collaborative ocean conservation efforts.
Highlights from Athens 2024
This year's conference underscored the need for bolder steps towards ocean protection. Here are some of my key takeaways:
• Marine Protected Areas (MPAs): The Dominican Republic emerged as a bold leader, becoming the first Caribbean nation to commit 30% of its waters to protection. However, discussions highlighted the global gap in achieving the ambitious "30 by 30" target (protecting 30% of the planet's oceans by 2030). A strong emphasis was placed on ensuring MPAs are not only extensive but also equitable, well-managed, and highly protected.
• U.N. High Seas Treaty: Rapid ratification and implementation of the treaty on protecting biodiversity in areas beyond national jurisdiction (often called the High Seas Treaty) was a key topic. This treaty provides a needed pathway to meaningful protections for the vast high seas, which cover nearly half the planet.
• Sustainable Financing: Discussions around financing ocean conservation efforts were prominent. Debt-for-nature swaps, blue bonds, and biodiversity credits were all explored, but the conversation revealed the need for developing capacity and scalable solutions.
• Monitoring and Enforcement: While sustainable financing is crucial, enforcing existing regulations is equally important. Some countries raised concerns about monitoring costs, highlighting the need for exploring simple and scalable solutions, such greatly increasing the use of inexpensive, radio-based automatic identification systems (AIS) to increase safety and sustainability.
Renewed Call to Action
A clear message resonated through this Our Ocean Conference: we can't afford to wait for perfect solutions. Incremental progress is essential, but bolder action is needed across all fronts – from designating and implementing highly and fully protected MPAs to innovative financing mechanisms and robust enforcement strategies. The future of our ocean, economies, people and planet depends on it.
