New Jersey recently launched its fourth #offshorewind solicitation for up to 4 GW, with the option to award more if it is deemed appropriate – and more than ten projects could bid, lining NJ4 up to be the latest in a long line of ambitious, large-scale procurements in East Coast #US. The projects that can bid in #NJ4 are an assorted mix of both newer projects that have never had an offtake contract before, and older projects that want to re-bid, and which may on top of that be in the process of being sold. New Jersey accounts for these possibilities by: 🔹Allowing re-bids: Ørsted’s Ocean Wind projects and Shell and EDF’s Atlantic Shores 1 may wish to re-bid. Ørsted already cancelled the offtake contracts for the Ocean Wind projects, and while Shell and EDF haven’t done so yet for Atlantic Shores 1, the auction allows projects with old contracts to bid, contingent on them cancelling the old contract if awarded in NJ4. 🔹Setting rules for bidders in a sales process: As Ørsted or others could be in the process of selling off parts of or the whole proposed project while bidding, the solicitation documents require that information on the sale and both current and potential future project owners is provided. Casework performance: On a monthly basis we publish the latest official statistics on our performance. Here are the key takeaways from the dataset: ◾ As of end-August, we had 14,312 open cases, having closed 128 more cases than we received. ◾ 92% of all appeals were decided by written representations over the past 12 months. ◾ The median decision time for cases in August 2023 dropped to 31 weeks from July's 33 weeks. ◾ National Infrastructure: We're consistently meeting statutory deadlines despite an upsurge in applications. ◾ Highlight: Development consent granted yesterday to Awel y Môr Offshore Wind Farm. ◾ Local Plans in examination: Currently, 49 examinations are underway. LPAs are urged to use our advisory visits for better plan submissions. ◾ Local Plan reports: 16 examination reports already issued this year including Bexley, Calderdale, Epping Forest, Guildford and Wandsworth. Premier announces $1.3 billion for advanced start on Copperstring This afternoon, following the meeting of the Queensland Community Cabinet in Townsville, the Premier Annastacia Palaszczuk MP announced that the Government would spend $1.3 billion on the Copperstring project ahead of its confirmed construction start date in mid 2024. This is an additional $700 million above what had been committed in the 2023/24 State Budget. The Community Cabinet was also an opportunity to meet with Queensland Ministers to discuss key regional concerns including housing, and also putting forward project solutions to secure the future of Townsville North Queensland as a renewable energy, and critical mineral and base metal power house. Over the last few weeks there have been plenty of positive developments for the US Offshore Wind industry; 👍 Atlantic Shores 1&2 received the Final Environmental Impact Statement 🌊 Orsted’s Revolution Wind reached first steel in the water 👍 BOEM published the Final Environmental Assessment for the Gulf of Maine research lease and Central Atlantic lease areas ⚡ Equinor & Orsted executed New York offtake agreements for Empire Wind and Sunrise Wind 🛳 First-ever SOV built in U.S. (Eco Edison) to be used for O&M on South Fork Wind 🏗 Ground-breaking on the construction of the South Brooklyn Marine Terminal in New Jersey All of this progress show that there is still a huge amount of momentum and drive in the US industry but the challenges such as scaling up the port infrastructure for the next generation of projects, collaboration across states to achieve cost effective grid integration and navigating rising costs and supply chain complexities also remain some of the current issues facing developers. Vision RNG has signed definitive agreements to develop, build, own, and operate three landfill gas (LFG) to renewable natural gas (RNG) facilities at three privately owned Southeastern US landfills in Alabama and Tennessee. LFG is a natural by-product of decomposing waste deposited in a landfill, and regulations require it be collected and flared. However, the two primary components of LFG are methane and carbon dioxide - both of which are significant contributors to climate change. By utilizing LFG as an energy source, Vision RNG hopes to create a waste gas stream that offers significant energy and environmental benefits. The RNG will be injected into nearby natural gas transmission lines to be distributed to customers either in the transportation fuel market or in displacing natural gas to meet sustainability goals and reduce the consumption of fossil natural gas. The projects will directly benefit the local communities by reducing the emissions of LFG flaring and creating jobs for local construction and operations. The three projects combined will convert LFG to RNG and produce over 1 million MMbtu per year. Vision RNG has a total of 15 LFG to RNG projects, which initially produce over 5,600,000 MMbtu of RNG and, owing to the new additions, will grow to 6,500,000 MMbtu by 2029. E3 has been working on a project that is truly the first of its kind with Salt River Project, a public utility that serves more than 2 million people in Arizona. Earlier this year, the utility published its first-ever integrated system plan, which combines resource, transmission, distribution, and customer program planning in a single process. This was a pioneering effort to do planning in an entirely new way that considers the interdependencies of each part of the system. How should system planners and regulators be thinking about this holistic way to plan? Can integrated system planning help developers anticipate grid needs and get the most out of demand-side resources? What is the role for industry stakeholders?
