"Charting Europe's Green Future: The Pivotal Role of Offshore Network Development Plan (ONDP) in Decarbonization"

In this article, we explore the transformative impact of the ONDP on Europe's journey towards a sustainable and decarbonized energy future.

What is the ONDP and for whom is it important?

The ONDP translates the non-binding agreements delivered by EU Member States in January 2023 into offshore transmission equipment needs and related costs. The transmission equipment needs cover both radial links and offshore hybrid transmission infrastructure.

The information included in the ONDP is important for:

  • The supply industry: They have to produce the equipment on time
  • The ones who have to pay: Further specifications on this topic are expected by June 2024, when the European Commission (EC) will deliver guidance on sea-basin cost–benefit cost sharing.
  • The governments: They have to balance between marine environmental protection, biodiversity needs and the needs of further marine industrial users; and
  • The offshore wind industry and developers: Without offshore and onshore infrastructure, their efforts would be in vain.

Thus, the ONDP helps to accelerate the implementation of the European offshore Renewable Energy targets by providing the information necessary for multiple political and industrial discussions.

Main Takeaways

1.

Speed of development - nearly 10 times

2.

Value chain will be crucial for delivering our ambition

3.

4.

5.

6.

TSO's need to invest nearly 400bn to make this happen

Summary

  • Offshore RES will become the third- important energy resource in the European power system.
  • The size of the task and the speed required is huge.
  • The ONDP identified a route length for offshore infrastructure installations spanning nearly 1.5 times around the equator.
  • Massive capital expenditures for offshore transmission infrastructure are necessary.
  • Most offshore RES is expected to be connected via radial connections. Around14 % of offshore RES being connected via dual purpose hybrid infrastructure
  • Adding both values gives a perspective of 14 % of offshore RES being connected via dual purpose hybrid infrastructure.
  • The future European offshore transmission system will not be fully “meshed”.
  • The availability of commercially attractive DC-circuit breakers will make a difference.
  • Hydrogen can have a role in the integration of offshore RES.
  • The development of the offshore network infrastructure should happen in synergy with the protection of the maritime environments, achieving a sustainable energy system coexisting with biodiversity.
  • This first edition of the ONDP will help to create a long-term framework for offshore energy industry (promoters, manufacturers and developers).

Call to Action

This is not just a plan for today; it's a blueprint for our future. The ONDP is a clarion call for action to industries, policymakers, environmentalists, and communities across Europe. It's an invitation to participate in a historic transformation, one that will redefine our relationship with energy and the environment.

To industry leaders: the time to innovate and invest is now. The demand for renewable energy solutions, advanced infrastructure, and sustainable technologies offers unprecedented opportunities for growth and development.

To policymakers and governments: your role in facilitating this transition, providing regulatory support, and fostering international collaboration is crucial. It's time to prioritize sustainability and innovation in your agendas.

To environmentalists and the scientific community: your insights and expertise are invaluable in ensuring that this transition is not just efficient but also sustainable and respectful of our natural world.

And finally, to every citizen of Europe: this journey towards a sustainable future is ours to embark on together. Your support, your voice, and your actions matter. Embrace this change, advocate for sustainable practices, and be part of the movement towards a greener, cleaner, and more sustainable Europe.

The ONDP is more than just a plan; it's a vision for a better world. Let's come together to make this vision a reality. Let's build a future that is not only powered by clean energy but also defined by our collective commitment to sustainability and innovation. The time to act is now. Let's embrace this challenge and lead the way towards a brighter, greener future.

As we look towards the future, the ONDP stands as a testament to Europe's vision and commitment. It's a comprehensive plan that not only addresses the immediate needs of the energy sector but also sets the foundation for a sustainable, efficient, and interconnected energy future.

Absolutely inspiring to see your dedication, not just as a professional but also as a parent, aiming for a sustainable future 🌍✨. Reminds me of what Margaret Mead famously said, "Never doubt that a small group of thoughtful, committed citizens can change the world. Indeed, it is the only thing that ever has." 🌟 Let's continue to drive change collaboratively. The offshore network development plan will improve resilience in case of failures. But that's not its purpose, which is to reduce the amount of cable connecting these wind farms to the grid - which it cannot do. They fail to see that if wind is generating lots in one part of the North Sea, it's almost certain to be doing the same in neighbouring parts, giving no spare capacity to take energy onshore from neighbouring farms. So it's predicated on false assumptions, denial of evident truths and very loose reasoning, like most of the rest of current energy policy, regulation and market design.

Many thanks for your most valuable article Vijay Shinde Let’s add in some critical commentary from different perspectives: 1. This isn’t just EU. The Development has to be the widest group of nations touching the North Sea. 2. As Matthew Knight quite correctly stated, each nation needs its Strategic Transformation Plan to embrace #energytransition. 3. However, these STPs must be interwoven, since no plan can stand alone. 4. Then we have to layer on top the issues of limited supplies of original equipment, supporting infrastructure and - most of all - competent human resource and know how. 5. Add to this the complex funding and regulatory webs. As Matthew rightly states, no one has the experience of dealing with the current dynamics and growth of the energy market segments. In any case, the speed of change is increasing. Hence the only way to deal with this is with an agile, sprint mentality. So: start now. Work with what we have. Learn and improve as better solutions are developed. In all cases, we MUST now really increase our ambitions.

Interesting read! As someone who has never been involved with grid projects it have definitely given me some things to think about 🤔
