Ontario lowered the cost of doing business $8B per year, including through the Comprehensive Electricity Plan, which CME supported. But Ontario’s electricity rates for industrial consumers remain higher than several peer jurisdictions (e.g., Quebec, Texas, Ohio). As mentioned in CME’s Manufacturing Ontario’s Future report, Ontario also provides less of a discount to industrial users versus residential and commercial consumers. How can we grow local talent for Ontario’s manufacturing future? As mentioned in the final report from Ontario’s Advanced Manufacturing Council, ongoing and frequent engagement with industry will help government meet the needs of manufacturers, including by adapting programs and policies as needed to address new challenges and opportunities. Yesterday, Dennis Darby P.Eng., ICD.D was proud to introduce Minister Victor Fedeli at a Toronto Region Board of Trade event. As Ontario moves forward with creating its manufacturing strategy, CME supports the recommendation to establish a forum for sustained and substantive engagement with industry, including labour and academia. This forum could provide advice on implementing an Advanced Manufacturing Strategy, and produce an annual report on the Strategy’s progress. What are some fixes to industrial carbon markets? CME signed an open letter from Canadian industry published today by Clean Prosperity: https://lnkd.in/gpHZcWhc. A green economy transition is underway, including a shift towards electrification and alternative energy sources. But the cost of transitioning to the green economy for the Canadian manufacturing sector is estimated to be $180 billion in investment costs and $60 billion in operating costs by 2050. Carbon pricing on industry will significantly impact Ontario manufacturers of all sizes, notably small and medium-sized companies, relying on natural gas as a critical input to their operations. This could imperil their ability to stay in business and potentially cause them to move to more competitive jurisdictions. After years of CME advocacy, the province announced the new Emissions Performance Standards Program (EPP) this summer. This will allow full recycling of Emissions Performance Standards (EPS) proceeds to individual firms who make compliance payments. This will help them invest in high-impact emissions reductions with sufficient certainty and flexibility on delivery timelines. This is consistent with recommendations from Ontario’s Advanced Manufacturing Council: https://bit.ly/4dIuTSw. The recent ‘Greenwashing’ amendments to Canada's Competition Act are ambiguous, heavy-handed provisions that may discourage environmental and climate investments by manufacturers. The amendments have created vague new standards underpinned by a reverse onus provision that will create significant new legal, compliance and reputational risks for manufacturers. CME strongly believes the amendments should be repealed and that the government should work with manufacturers to develop a balanced approach to environmental transparency that supports sustainability and growth. Labour productivity remains a key challenge in Ontario. As noted in the report released last week by the Trillium Network for Advanced Manufacturing and NGen Canada, manufacturing as a whole (using value of output per hour worked per employee) is still more productive than the entire economy: https://lnkd.in/gYgvjH59. This highlights why investing in manufacturing is essential for Canada’s prosperity. But Ontario has underperformed in the last decade, with gains concentrated in pharmaceuticals, non-metallic minerals, machinery, electronics and auto parts. Currently, the province’s GDP per person – in other words, the average Ontarian’s share of the province’s prosperity – is nearly $20,000 lower than in the U.S. Great Lakes region, as the final report of Ontario’s Advanced Manufacturing Council pointed out: https://bit.ly/4dIuTSw. To deliver on the Council’s 2035 vision for Ontario manufacturing, the government should sprint to close the productivity gap.
