MCTO is the policy office responsible for oversight of TAP, YRRP and DoD SkillBridge.

About us

The DoD Military-Civilian Transition Office (MCTO) provides policy and program oversight for the Transition Assistance Program (TAP), the Yellow Ribbon Reintegration Program (YRRP), and the DoD SkillBridge Program. MCTO’s mission is to continually improve the delivery of resources, information, and assistance provided through the programs, promoting their effective and efficient support of transitioning Service members and members of the National Guard and Reserve, their families, and communities worldwide. In 2018, President Donald Trump signed the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (FY19 NDAA) into law, which significantly altered the Department of Defense Transition Assistance Program for the first time since 2011. DoD TAP is an outcome-based program that bolsters opportunities, services, and training for transitioning service members in their preparation to meet post-military goals, and should not be confused with TAPS, an acronym for the Tragedy Assistance Program for Survivors. The mandatory components of TAP are applicable for all service members who have at least 180 continuous days or more on active duty; this includes National Guard and Reserve. TAP is a result of an interagency partnership between DoD, Department of Labor, Department of Education, Department of Veterans Affairs, Department of Homeland Security, Small Business Administration, and the Office of Personnel Management. • Transitioning from the military can be overwhelming, especially when faced with the uncertainty of what lies ahead. TAP helps bridge this knowledge gap by providing vital information on a wide range of topics, including resume writing, job search strategies, financial planning, and accessing healthcare and other benefits. Its structured approach ensures that service members receive the information they need to navigate the transition process successfully. TAP instills confidence in service members, empowering them to take charge of their transition and make informed decisions about their future. This program plays a crucial role in ensuring that they are well-equipped to face the challenges of transitioning to civilian life, setting them up for success in their post-military careers. • Our continued collaboration with CMTE not only strengthens our reach with academic institutions, but ensures the DoD Transition Assistance Program (TAP) 2-day education track curriculum - Managing Your Education, remains relevant and timely for transitioning service members and veterans seeking higher education post-transition goals. #MCTO #CMTE #collaboration #highereducation

CMTE Member Highlight: University of Georgia At the University of Georgia, we are committed to three primary goals in supporting student veterans; 1. Ease the transition by recognizing that each veteran is unique and deserves individual attention from multiple and redundant sources. 2. Improve the UGA experience by enabling access to resources and providing guidance on how to best navigate possible solutions to challenges. 3. Facilitate career readiness beginning with onboarding and continuing through transition into the global workforce or back to military service.   By having a better understanding of the TAP process, our students working in our Student Veterans Resource Center are able to help fill in the gaps when new veterans arrive. From initial contact with incoming students, through graduation and beyond, we complement TAP and reinforce what service members may have learned before they separated from the military. Our student veterans also draw from the successes we hear about and see from CMTE member schools.   We hope that our models of success and ideas are beneficial when making recommendations for the TAP curriculum. It is certainly great to engage with and learn from the outstanding professionals associated with CMTE.
