About us
The DoD Military-Civilian Transition Office (MCTO) provides policy and program oversight for the Transition Assistance Program (TAP), the Yellow Ribbon Reintegration Program (YRRP), and the DoD SkillBridge Program. MCTO’s mission is to continually improve the delivery of resources, information, and assistance provided through the programs, promoting their effective and efficient support of transitioning Service members and members of the National Guard and Reserve, their families, and communities worldwide. In 2018, President Donald Trump signed the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (FY19 NDAA) into law, which significantly altered the Department of Defense Transition Assistance Program for the first time since 2011. DoD TAP is an outcome-based program that bolsters opportunities, services, and training for transitioning service members in their preparation to meet post-military goals, and should not be confused with TAPS, an acronym for the Tragedy Assistance Program for Survivors. The mandatory components of TAP are applicable for all service members who have at least 180 continuous days or more on active duty; this includes National Guard and Reserve. TAP is a result of an interagency partnership between DoD, Department of Labor, Department of Education, Department of Veterans Affairs, Department of Homeland Security, Small Business Administration, and the Office of Personnel Management. Last week Yashika Neaves, Ph.D. joined fellow DoD leaders at the Pentagon for the PTDO(DUSD) hosted State and Local Stakeholder Roundtable with military community organizations supporting the Reserve Component service members and their families. Dr. Neaves provided an overview of MCTO programs centered on National Guard, Reserve, and active-duty service members with distance barriers to major installations, highlighting the benefits of DoD SkillBridge, TAP, and the Yellow Ribbon Reintegration Program. The roundtable audience of more than 50 participants included state and local governance stakeholders, higher education institutions, and MSO/VSOs.
