Okay, It’s A Throne
It’s been a hell of a year. You think back to Sanctuary and the evolution of… you. If someone had told you where you’d be today, you’d have called them crazy, and that was war time. Leading isn’t new of course. But damn.

You feel your awareness shift to Stan at his desk watching you. His gaze is intense, but warm. Your friendship has become a sort of television comedy. His muscled appearance so contrary to his sensitive and theatrical nature; you, all grit and determination. Thing is, you love it.

“General?”

Talk about an odd couple. “Yes, Stan? How can I serve you today?” You bow for emphasis.

“Uh, yes,” Stan uncomfortably gestures toward a map on the wall, “This bold move into Nuka World territory stakes our final claim on the rogue lands.” In the worst of awkward cowboy slang he adds, “Them outlaws don’t stand a chance.”

“Okay, Stan.” You snort.

“General, the museum refurbishment has begun. It’s going to make a very profitable hotel and trading oasis.” A very long pause. 

You wait.

Stan starts to do a little bow, then stops himself. “I am happy to say we’ve been able to create several defense stations as well.” An awkward attempt to look casual. A weird lean; hand on hip.

So, the talk about relaxing around me is doing wonders. “Stan, please just relax. You don’t need to bow, okay buddy? I’m not royalty.”

“Yes, General.” A bow. 

You sigh. Maybe it’s Stan that never changes. “So, how’s it all coming? How will rooms work?”

Stan pulls the plans out of his now famous satchel, “Yes. The museum was, of course, completely ransacked. Now, there’s a lovely garden, rooms for both short and long-term residency, and a lovely apartment for you. But General, it’s important to note that reputation here is everything. And do remember… this time, we’ll be calling it a throne.”   

The master of monsters and men. “Okay, Stan; it’s a throne.”

The following plot types are included at level 3: 
2 Agri, 3 Comm, 2 Indust, 3 Martial, 3 Muni, 3 Rec, 11 Res     

21-24 Beds, 21-24 jobs (There are a few extra jobs and beds built in, but I prefer using robots for the vanilla guard stations) *Robot bench included but won’t build if not unlocked.

The Settlement Levels are designed to be: 10, 13, 17, 21+ settlers respectively at L0, L1, L2, L3.

  • Level Zero is meant to be ‘as if’ it was already there when you arrived. The ‘old museum’ building was found empty and in need of repair, and Stan (and the rest of your crew) will turn it into a hotel and trading center. There’s no power until L1.
  • You will absolutely need to increase your settlement budget. I recommend you begin with 2-3 increments of 100%. This way you won’t have to babysit the settlement as much when it grows. 
  • The uh… Deathclaw Entrance, as I now call it… and the outside restaurant area are inspired by the work of the great, Oxhorn. This entrance might be a bit OP. Ha ha. But that enemy spawn point is certainly covered.



In case you’re wondering, I’ve played with this settlement and about a dozen others around the same size without any issues, but load orders vary. Script heavy mods together with SS2 and lots of city plans can lead to different results.




This settlement includes a player home and is survival playthrough friendly with the following accommodations:

  • Vanilla water, razorgrain (garden/farm) and a nice warm bed
  • A Badass Throne sculpted with axes of those you have struck down. At least, that’s the rumor. 
  • A desk with a terminal (in a familiar spot inside Red Rocket).
  • A shooting range game. You’ll need pre-war money to buy tokens.
  • All crafting stations in the garage at Red Rocket.



Note: Inevitably, in all city plans, minor issues arise some of the time with no clear consistency. There are just so many scripts. It just happens. So, let’s do a quick checklist:

1) Power. It likes to break. In this settlement, I’ve removed the poles from the plots so they can be run on radiant power. 
  • Start by grabbing any plot displaying the unpowered icon and then let it go - to snap back into place. This resets the plot and usually forces it to find the radiant power. In testing, this worked 100% of the time with this settlement.
  • Should you still have unpowered plots, start with the network of radiant power that originates from each of the outhouses. There’s also a mini generator attached to the telephone pole with the Red Rocket sign.
  • I’m sorry. Elevators are wonky. Once power is turned on at L1, you might need to rebuild the elevator. Send the current power line to the workshop before you delete it. (Power grid best practices) and your new one should snap right into place.

If you have power issues beyond what I’ve described here, I recommend two options:

Because I use these plans myself, I like to allow for a bit of personalization and sprinkle of plants, furniture exchanges, etc., particularly in or around the player home. In case you'd like to know some of my favs, those mods are:

CWSS As I mentioned, I like to do things at settlements, even if it’s just taking a shower. Note: This link takes you to a thread in the Creative Modding Discord Server. You must join/accept rules/choose roles to get to this thread. But since there’s also help for F04 City Plans (and so much more) there, it’s worth your time to join. Just remember to be nice and follow the rules.
Looks Mirror An essential in my book. Great companion to CWSS.
Immersive Fast Travel Highly recommended because you’ll like it (motorcycle or other transport station).
Videos of the Wasteland I have taken this one on and off my list, but in the end, I love to see a working TV in a settlement.

Alex’s Settlement Power Pylon It’s a nice cheat to have on hand for settlement-wide radiant power.
cVc Dead Wasteland Such a wonderful, lore friendly mod with oodles of good stuff
Lighting Series - All In One I don’t play without it.
Seasons by frogprincessQ4. I am using Autum right now with this settlement and it’s so pretty. Yes, I’ve tried the others. And they are awesome. But I really like that I can: 
1) install and change the seasons on a whim (and not break my save) and 
2) it’s just one mod for grasses and trees and comes with LOD. For most of my city plans, you’ll want to consider using something green and if you don’t use Seasons, perhaps use something like Delightful Ivy.
V’s Books Retexture - Changes all book covers in game. Great way to improve the vanilla clutter assets.
