Last night, the Minister gazetted the Officer South (Employment) Precinct Structure Plan (PSP) and the supplementary Officer South (Employment) Infrastructure Contributions Plan (ICP), along with the changes to zoning, overlays and incorporation of the incorporated document. The PSP area is located south of the Officer Township and covers approximately 1,069 hectares of land. John Cicero and Edward Mahony of our office were both involved the amendment acting on behalf of three significant landowners in the amendment. PLANNING UPDATE: Today, the Premier and Planning Minister gazetted Amendment VC257, which makes changes to the Victoria Planning Provisions (VPP) and all planning schemes to introduce the Housing Choice and Transport Zone (HCTZ) at Clause 32.10 and the Built Form Overlay (BFO) at Clause 43.06 in and around activity centres and areas with transport. The BFO and accompanying local schedules set out specific design and built form requirements to facilitate the preferred scale of development in identified activity centres and priority precincts. The HCTZ will facilitate a housing at increased densities in locations around identified activity centres and other locations with convenient access to jobs, public transport and services. In the government’s announcement, it is stated that Amendment VC257 will “support the development of additional housing in and around activity centres and other well-serviced locations, and provide certainty to communities, land owners and the development industry.” The HCTZ includes transitional provisions to ensure permit holders, applicants and land owners are not unintentionally disadvantaged when land is rezoned to the HCTZ. Likewise, the BFO enables a schedule to specify transitional provisions. PERMIT ISSUED Congratulations to Dominic Scally and Eli Morrison of our office for successfully securing a planning permit at the Tribunal for a Child Care Centre within the Eltham Gateway on the edge of the Eltham Major Activity Centre. The new centre will create a sense of arrival in Eltham as envisioned by the Eltham gateway policy and will address the growing need for quality childcare services, supporting local families and contributing to the area's social infrastructure. Congratulations to Giancarlo Romano, Team Leader of our Property Law and Transactions Team, who has been selected to sit on the Victorian Education and Social Infrastructure Committee of the Property Council of Australia in 2025. Gian looks forward to using his experience in property law (particularly in the childcare sector acting for developers, operators and landowners) to advocate for policy changes that will benefit the industry as a whole.   The Committee represents the interests of Victoria’s social infrastructure and education property sectors including childcare, aged care, universities, student accommodation, hospitals and healthcare. These are all sectors that Best Hooper has played a big helping hand in shaping as Victoria’s Property, Planning and Land Development Advisory law firm since 1886.   Giancarlo will look to continue the advocacy work that all Best Hooper Partners past and present are known for; being at the forefront of change in the property industry in Victoria.
