In our Q Shelter Pre State Budget Submission, we call on the Queensland Government to continue to support state approval pathways that sit alongside local government DA processes. The reason for this is that historically the level of non-market housing for people on critically low to moderate incomes has not kept pace with need and demand in key population centres, via traditional planning pathways. Couple that with the fact that housing affordability has generally started to go beyond the reach of many income groups and it’s critical we have a variety of pathways and mechanisms to achieve the right level and appropriate type of housing supply into key locations. As such; 🏠 We support the success of social and affordable housing projects, by CHPs, using the Ministerial Infrastructure Designation (MID), including the new streamlined MID process developed to support social and affordable housing projects on church-owned and charity- owned land. 🏡 And, we continue to support the State Facilitated Development (SFD) pathway as an alternate assessment pathway that aims to deliver development that is a priority to the state, for example, affordable housing. We are concerned about what seems to be a growing trend of recasting proposed SFD and now MID related housing projects. We must remember. These pathways were initially created, after much consultation and sector input, because they seek to meet a specific State interest, which is the lack of affordable housing supply, and this proposed project on the Sunshine Coast is no different. 🏘️ This one below, via the Ministerial Infrastructure Designation (MIDs) process (now repealed), was for 90 much-needed and well-located affordable homes for key workers on the Sunshine Coast. I think it’s a real shame for those who have invested significant time, money, and resources in these planning processes to face further delays, especially with no guarantee that the project will proceed. This only adds to the slowdown of much-needed housing supply into a market that is already stretched thin. Q Shelter will seek to better understand the Queensland Government’s decision-making in these areas. As our aim is to continue supporting alternative planning pathways, alongside local government processes, if we are to have any hope of achieving the ambitious housing targets that have been set by the State. Earlier this week, the Q Shelter team got together both in-person and online to mark Harmony Week and National Close the Gap Day. Led by our Diversity, Equity and Inclusion (DEI) working group, it was an opportunity for staff to deepen our understanding of each other's cultural backgrounds, with many in the team sharing something of cultural significance to them, including stories, photos and food. While we enjoyed learning and celebrating the rich diversity in our communities as part of Harmony Week (https://bit.ly/41EBJo2) we recognise it does not replace the need to take active steps against racism. Friday marked International Day for the Elimination of Racial Discrimination (IDERD), which calls for action against structural and systemic racism. Working alongside First Nations-led groups, we continue to advocate for targeted actions to improve housing, socio-economic and health outcomes for First Nations peoples. This week, Q Shelter met with other organisations from the community sector and the Queensland Human Rights Commission to express our disappointment at the decision to pause the implementation of the Respect at Work and Other Matters Amendment Act. With the amendments including protections against discrimination for people experiencing homelessness and victim-survivors of domestic and family violence, we are advocating for this decision to be reconsidered.
Following the disappointing news that the Government is pausing sensible reforms to Queensland’s anti-discrimination laws, we met with colleagues across Queensland’s community sector today to discuss the impact. For our work, it means weaker laws to protect victims/survivors of family violence and working women, and more complex and inaccessible legal systems. We hope Deb Frecklington MP will reconsider this approach, and that we can work together to provide stronger protections, and more just outcomes.

Q Shelter Acting CEO Stuart Jobling and Sector Capacity Lead Liz Kemp had the pleasure of attending the ribbon cutting ceremony for the Haven House Logan Housing Project this week, which has been officially named Jinndii Waijung, meaning “Mother’s Nest”. The number of women who experience domestic and family violence and require specialist homeless services continues to increase year on year, with domestic and family violence being one of the main drivers of homelessness. Jinndii Waijung will provide transitional housing and approximately 4,000 nights of safety each year for young women and their children, where they can find stability, heal and grow. Jinndii Waijung is a truly collaborative project brought about by The Lady Musgrave Trust, which commenced with a generous donation of a large, flat block of land in Logan by a local developer. Construction was fully funded with the support from the Property Industry Foundation and made possible by the Queensland Government's Housing Investment Fund and generous contributions and input from a large number of organisations and individuals, including local Traditional Owners. Jinndii Waijung has also been co-designed in consultation with local young women with lived experience. Q Shelter applauds this project as an example of how the sector, government, philanthropists and people with lived experience can work together to provide much-needed support and facilities to manage the increasing demand for housing and support services, particularly for vulnerable individuals and families. Project partners include: The Lady Musgrave Trust, Property Industry Foundation, McNab, YFS Ltd, Churches of Christ Housing Services Limited, Department of Housing and Public Works and many more. Q Shelter welcomes the start of the new $2 billion Residential Activation Fund announced by The Premier, David Crisafulli MP today and pledged prior to the recent state election. The fund also includes $1 billion quarantined for regions which is particularly important given the challenge with project feasibility in those locations, as well as in SEQ. We look forward to working with local councils, community housing providers, the property industry and other project partners to make sure that this fund impacts housing supply for all income groups, in the right locations. First Nations peoples have enduring and unmet housing needs, and are six times more likely to experience homelessness than other Queenslanders. Having access to a safe, secure, appropriate and affordable home is a key influence on a person's health and socio-economic wellbeing, particularly for First Nations peoples who already experience significant health and lifespan inequality. National Close the Gap Day serves as a reminder of the ongoing work in our sector and beyond to address and overcome housing inequality for First Nations Queenslanders and Australians. Driven by a passion for supporting the wellbeing of social workers working in trauma-laden environments, Dr Oates developed the TISS (Trauma Informed Support & Supervision) model, a practitioner-centred framework that acknowledges challenging occupational environments and has context specific strategies embedded within. Dr Oates is an Adjunct Research Fellow with the Cairns Institute situated at James Cook University and is a member of the AASW National Research Committee.
