Professionals from the EU Integration Committees of the Western Balkans Parliaments exchanged ideas and discussed ways to improve the efficiency of parliamentary work on EU integration matters. ✔️ GIZ Regional Cooperation for EU Integration (RCEI), within its regional Network of Secretariats of Parliamentary Committees for EU Integration, organized a regional meeting titled “Taking Stock of the Implementation of the Principles of Effective Parliamentary Oversight in the EU Integration Process” from March 17 to 20, 2025, in Herceg Novi. This meeting contributed to assessing the progress in implementing the principles of effective parliamentary oversight in the EU integration process, set the stage for future high-level exchanges, and strengthened the role of Western Balkans parliaments in EU integration. A joint regional document on these principles was endorsed in September 2024 during a regional conference of the Western Balkans Parliaments. ✔️ Parliamentary Network Members, including representatives from EU integration secretariats and departments of the Western Balkans Parliaments, took part in the discussions. The outcome of the meeting was a joint regional report on the implementation of the principles of effective parliamentary oversight, which is set to be presented and endorsed at the second high-level conference of the Western Balkans Parliaments in autumn 2025. The interlinked outputs of the project EU4FAST cover all elements of preventing and combatting the smuggling of migrants and trafficking in human beings in a four-pillar approach (Prevention, Protection, Prosecution and Partnership) by: Working with law enforcement and judicial authorities on inter-institutional and intra-regional cooperation; Strengthening the partnership with EU Member States and EU Justice and Home Affairs Agencies, including through the active participation of Western Balkan authorities in EMPACT; Fostering the ability of Western Balkan authorities and frontline workers to identify and provide protection to (potential) victims of trafficking in human beings and to refer them to competent state and non-state assistance and support services; Assisting border authorities in preventing and countering migrant smuggling and trafficking in human beings, in line with EU standards and human rights. 📚💼 The Inter-Cantonal Focus Group for Improving Secondary Vocational Education Continues Its Work 💼📚 The Inter-Cantonal Group, established in September 2022 under the umbrella of the Chamber of Commerce of ZDK, serves as a platform for exchanging experiences and expertise in the field of secondary vocational education. The group's focus is on key issues for the improvement of this sector, with particular emphasis on intersectoral topics 🔑. The group's activities are supported through the "Sustainable Economic Development and Employment Promotion" (SEDEP) program, implemented by GIZ, with financial support from the governments of the Federal Republic of Germany 🇩🇪 (BMZ) and Switzerland 🇨🇭. The group consists of representatives from cantonal ministries of education, the Federal Ministry of Education, cantonal ministries of economy, chambers of commerce, employers' associations, the Federal Employment Agency, the Federal Ministry of Health, the Federal Pension and Disability Insurance Institute, the FBiH Tax Administration, the Federal Ministry of Labor and Social Policy, and the Federal Labor Inspectorate 🏫💼. At the Group's meeting held on March 11-12, 2025, in Tarčin, new guidelines for the work and a framework operational plan for 2025 were agreed upon 📅. We have just started a three-day training session in Podgorica, Montenegro, for the Associations of Municipalities from the Western Balkans as part of the EU4 Energy Transition: Covenant of Mayors in the Western Balkans and Türkiye. The training brings together representatives from Associations of Municipalities to build capacities in fundraising and project development, with the goal of implementing Sustainable Energy and Climate Action Plan (SECAP) measures. 🔑 Why are SECAPs crucial? SECAPs are at the heart of local climate action, enabling cities and municipalities to plan and implement measures that increase resilience, reduce emissions, and support the energy transition. Strengthening the ability of local government associations to secure funding and develop impactful projects is essential to making these plans a reality. 💡 What are we focusing on during the training? - Exploring funding opportunities from the EU, International Financial Institutions (IFIs), and local programmes. - Mastering the Project Cycle Management approach to develop successful project proposals. - Learning from real-world cases and common challenges municipalities face in securing project financing. - Applying practical tools like the Mapping Funding Sources Tool to enhance funding absorption. - Developing skills in problem analysis, stakeholder engagement, and project logic frameworks to maximise project success.
